M&E Support Officer
This is a volunteer position. A GOAL volunteer will receive a monthly allowance of €1150, accommodation, return flights and a pre-departure medical.
Background
GOAL has been in Haiti for over three years, operating programmes in both the urban and rural context, in Port au Prince and Gressier respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme.
General Description of the GOAL Programme: GOAL’s programmes in Haiti operate in both the urban and rural context, in Port au Prince and Gressier, respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period, GOAL aims to link relief and recovery to development, focusing on 4 key programmatic sectors: DRR & Reconstruction, Relocation of IDPs, WASH and Economic Development. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development. GOAL Haiti operates an owner-driven community approach.
GOAL has 2 offices, one in Pétion-Ville and 1 in Gressier with additional residences for international staff. GOAL currently employs 115 people, of which 17 are guards and 13 are drivers.
OBJECTIVES OF THE M&E SUPPORT OFFICER
General Objective: to support the GOAL Haiti M&E and Programme support team in reinforcing data management, reporting and updating M&E Plan and tools
Specific Objectives
a. Provide support to the Haiti MEL team in development and administration of surveys working closely with enumerators and data collectors as required in the preparation phase of a survey and on site as required
b. Provide support to the Haiti MEL team in production of reports by reviewing, proofing and editing of reports
c. Support development of databases with guidance from MEL Manager
d. Support Data entry / and analysis as appropriate with guidance from MEL Manager
e. Provide support to the MEL team in the assessment of current monitoring tools and development of additional tools as required with appropriate guidance from MEL Manager
f. Undertake background research/ information collection to support the design of effective of GOALS interventions in Haiti
g. The above list is indicative and not exhaustive as M&E Support Officer may be required to perform other tasks as may be required by the M&E Manager.
Requirement
Essential:
A primary degree in any of the following with a quantitative research skills component: Social Sciences, Statistics, Development Studies or relevant discipline
Proficiency in using standard computer software (Word and Excel)
Strong analytical skills
Excellent oral/written French and English communication skills
Confident presentation and facilitation skills
Capacity and commitment to building the M&E skills of national colleagues, partners and community members.
Demonstrated experience in applying quantitative and qualitative/participatory research methods.
Ability to work under pressure, with minimum supervision and prioritise workload according to the changing needs of the programme
Desirable
Experience working with community based development projects
Experience working with data entry/statistical packages, such as MS Access, SPSS, Minitab, Epi Info
Knowledge of SPHERE and commitment to humanitarian accountability principles
Experience of implementing surveys and/or other research activities within an NGO environment
