The role
The Transport Sector Support Program (TSSP) in Vanuatu is an Australian Government Aid initiative working with the Public Works Department (PWD) to maintain rural roads with the aim of increasing access to social services and stimulating economic development. SMEC International Pty Ltd is the managing contractor implementing Phase 2 of the Program and is seeking a qualified Procurement Specialist.
The Procurement Specialist provides support and assistance to the Public Works Department (PWD) and its stakeholders to further develop best practice procurement processes and procedures. Some of the key aims of the role are to:
- ensure procurement practices adhere to commitments under the funding agreement
- oversight major program procurement
- develop PWD staff capacity in procurement
- provide specialist procurement advice to the Ministry of Infrastructure and Public Utilities
- oversee selection processes and associated documentation
- provide value for money assessments of major procurements and processes
- review existing procurement process and recommend improvements if required
- develop a program procurement manual aligned with existing or proposed Ni-Vanuatu Government rules, procedures and legislation
Suitable applicants will have/be:
- Tertiary qualification in the business studies, law, public administration, or related discipline
- Minimum of 10 years of experience working in infrastructure or public utilities, tendering, procurement and contracting, experience in the South Pacific is highly desirable
- Minimum of 5 years of experience working with government counterparts to develop best practice procurement preferably in a South Pacific context
- Experience in establishing governance and compliance frameworks and an understanding of international contract templates such as FIDIC
- Ability to create a dynamic work environment, mentor and motivate people
- Capability to perform efficiently and effectively in a demanding and often constrained working environment, meeting tight deadlines.
- Strong written and spoken English communication skills, Bislama language skills highly desirable.
