The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.
The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
For the coordination and overall management of its projects in Sindh Province, Pakistan, the GRC is currently seeking a Programme Coordinator, deployed in Karachi, starting as soon as possible.
GRC supports the Pakistan Red Crescent Society (PRCS) since 1983 in Pakistan. At the moment GRC is implementing rehabilitation as well as development-oriented projects in the sectors Primary Health Care, Disaster Risk Reduction/ Climate Change Adaptation and Capacity Building for PRCS as well as Livelihood. Geographically, the main focus is on Khyber Pakthunkhwa (KP) and Sindh Provinces with 230 local and 7 international staff working there.
Duration: starting as soon as possible for 12 months
Location: Based in Karachi
This is a non-accompanied position.
Responsibilities and Tasks:
· Portfolio Management incl. planning, implementation and supervision of GRC/PRCS projects in close cooperation with the responsible Project Managers
· Support Project Managers in Project Management and proposal writing and ensure timely narrative and financial reporting as per donor requirements
· Supervision of and support to the projects’ M&E (including financial monitoring)
· Supervision of international and local staff in the offices and on the project sites in Sindh, including recruitment and training
· Liaise with PRCS Branch in Sindh as well as with relevant stakeholders, i.e. Red Cross/ Red Crescent Movement, International Organisations and NGOs, local authorities and communities
· Training and guidance on project administration, M&E and management to project staff
· Acting as nexus between Field Offices / Project Managers and Country Office Islamabad, i.e. Head of Office
· Regular visits to project sites
Required Skills:
· At least 5 years working experience in Project Management of international rehabilitation and/or development-oriented projects
· experience in at least two of the following fields: Health, Disaster Risk Reduction, Capacity Building among communities and partners, Livelihood, Cash Grants or Climate Change Adaptation (CCA)
· Proven experience and skills in proposal writing, management and reporting of donor-funded projects (e.g. ECHO, DIPECHO, BMZ, AA)
· Experiences in personnel management, team building and negotiation
· Profound knowledge and proven experience in M&E
· Skills in facilitation, moderation and training (e.g. project planning, M&E,)
· Experience in working for the Red Cross / Red Crescent Movement (preferably)
· University degree in a relevant field
· Readiness to work in remote areas
· Ability to work, live and travel in an insecure environment, following our strict security guidelines at all times
· Ability to work independently and as a team member
· Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
· Readiness to go on assignment without partner
· Oral and written fluency in English, any additional language is of advantage
· Ability to work effectively in multi cultural environments
· Excellent physical and mental health with the ability to complete a thorough medical screening process
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
