Programme Operations Advisor (Capacity Building)

About us
The aim of the Programme Operations Capacity Building Team (POCBT) is to deliver support to country programmes to increase and sustain the capacity of the country teams to operate rapidly, at scale, safely and securely, effectively and efficiently.
Over the last two years Save the Children has developed a programme of intense operation support which it has rolled out in a number of country programmes with recognised results in terms of meeting income targets, capacity building of key operations staff, and the overall ability of country programmes to deliver high quality programmes at scale when required. With transition to Save the Children International (SCI), responsibility for programme delivery has been transferred across to SCI, and the POCBT is an integral part of the SCI Programme operations team and delivering its country support to key countries within the SCI structure. Post transition, there have been new systems and processes that have been rolled out to Country Offices, continuous growth of program portfolios, as well as delivering large scale emergency programmes. To achieve this, greater support is required for country offices to deliver high quality programs for children.
The team is planning to provide ongoing operational support to a minimum of 10 priority country programmes in 2014 whilst also offering support to additional countries where needed.
About the role
The post holder will focus on providing support to the improvement of operational delivery in key focus countries, providing them with consistent operational support. This is achieved initially by conducting a full organisation capacity assessment for target countries, determining gaps in organisational structure and delivery mechanisms, developing a report and action plan and identifying needs for surge capacity, training and capacity building and emergency preparedness planning support. This is followed by a customised support package implemented over a year which is maintained with regular follow-up visits.
About you
You will hold a relevant academic qualification (Masters or equivalent) in the field of international development or social/political science or have equivalent substantial field experience. You will have worked with senior operations management, addressing core process (project, awards, finance, logistics) management in insecure and/or emergency contexts. A naturally analytical and strategic thinker you will have experience in and be happy capacity building and training in the latter environments.
With excellent representational, advocacy and diplomatic skills you can effectively manage change at HQ and field level.
