Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation. DRC is currently launching a one-year, DFID-funded project focused on identifying and providing regularly, monthly assistance to vulnerable families through an e-card system in Hatay and Sanliurfa. Identification will be done through a consultative process with local authorities and other stakeholders, and an assessment process completed in phases throughout the year.
Therefore, DRC Turkey is looking for a Protection Project Manager to manage the project in the two provinces whose responsibilities are outlined below:
Duties and Responsibilities
Representation
• Represent DRC on protection issues before relevant donors;
• Represent DRC in the protection working and sub working groups and interagency planning workshops;
• Liaise with local authorities, NGOs and other stakeholders to ensure complementarity and smooth implementation of project.
General Programming & operations
• Ensure qualitative and timely implementation of projects activities as agreed with donor;
• Supervise and oversee all activities related to project;
• Report weekly, monthly and quarterly on ongoing achievement and challenges related to the project;
• Participate in developing DRC Turkey strategy by feeding in input from field;
• Ensure common field implementation approach;
• Facilitate and coordinate activities within the team and with other DRC’s departments.
Assessment
• Develop assessment tools and materials related to protection and livelihoods;
• Ensure smooth data collection;
• Supervise the assessment process – starting with the development of tools capture and analyse data;
• Train and recruit outreach volunteers;
• Develop vulnerability criteria in agreement with main stakeholders (UN agencies, AFAD and other actors on field);
• Finalize an initial report, and update during the year;
• Participate in tailoring the 2nd phase of the project after 2014.
Assistance
• Finalize guidelines and standard operational protocols for assistance;
• Lead the e-card market assessment (identification & selection);
• Finalize the vulnerability criteria for assistance;
• Supervise beneficiary selection process;
• Coordinate with other service providers and encourage referral mechanism;
• Oversee the post distribution monitoring process.
Human resources
• Recruit and train project staff;
• Assess their capabilities and needs;
• Build staff capacities.
Finance, Procurement and Administration
• Follow up and monitor project budget.
• Review and authorise programme financial documents, including reviewing vouchers and supporting documentation.
• Ensure familiarity with DRC’s Operational Handbook.
Monitoring & Evaluation
• Ensure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and any other monitoring tools.
• Facilitate the evaluation of the programme internally.
Fundraising / programme development
• Based on a solid understanding of needs of gaps of DRC’s beneficiaries, suggest new concepts and ideas to be proposed to donors.
• Assist the Program Manager and CD in identifying other funding opportunities.
• Assist the Program Manager and CD in writing concept-papers and project proposals by participating in brainstorming sessions with DRC staff/partners.
Accountability
• Ensure DRC Turkey program is compliant with DRC accountability principles (HAP, etc).
Any other duties as agreed with the DRC Country Director and Program Manager.
Qualifications
• Bachelor’s degree or higher in international human rights, law, sociology, social work, or other relevant field.
• At least 3 years of proven international experience in protection, advocacy work, and refugee law.
• 3 to 5 years of INGO field experience in a similar position: project management, leading assessments, protection, and some level of exposure to livelihoods assistance/response.
• Capable of leading a large team – strong management experience.
• Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences
• Solid knowledge and experience with DFID regulations, procedures and requirements.
• Understands rights and protection issues of refugees, children and women, experience working with Syrian refugees is an advantage;
• Fluency in the English language, both written and verbal. Turkish and/or Arabic is an asset.
• Proven analytical and writing skills.
• Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills,
• Able and willing to travel to project locations on a regular basis.
• High-level of knowledge and practice with Word, Excel, Outlook, etc. required.

Conditions
Availability: ASAP
Duty station: Sanliurfa, Turkey with frequent domestic traveling to the different fields of operation.
Contract: 31 January 2015, renewable based on funding and performance. Position is a non-family duty station and accommodations will be in a shared DRC guesthouse.
