Technical Specialist, Adult HIV Prevention, Care and Treatment (Associate Research Scientist), New York

Reporting to the Director of ICAP's Clinical and Training Unit , the Technical Specialist for Adult HIV Prevention, Care and Treatment (C&T) is responsible for the technical planning and implementation of international technical assistance (T/A) program with a focus on HIV prevention, care and treatment programs for adults. For relevant projects focused on PEPFAR or Global Fund supported country and regional programs supported under this program, the Technical Specialist will lead project teams to provide technical direction and support to Ministries of Health and other local governmental and non-governmental organizations on multiple projects focused on a variety of potential program topics such as adaptation of national guidelines, development of national protocols, assistance with conduct of surveillance projects, assistance with national scale-up efforts, strengthened program supervision and strategic information systems, support for quality and quality improvement efforts and support to strengthen national systems for critical commodities.

Major Accountabilities
- Responsible for the planning, development, implementation and evaluation of variety of TA projects related to HIV prevention, care and treatment programs
- Manages the technical design and delivery of individual prevention, care and treatment T/A projects focused on PEPFAR or GFATM-supported country or regional programs
- Serves as the technical link with/liaison to CDC, the GFATM, Ministries of Health and other collaborating local organizations to generate work plans, corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences
- Facilitates ICAP's engagement of international technical partners and consultants, as needed, to fulfill specific elements of individual project work plans, and monitor/track the work assignments made to ICAP's collaborating T/A partners
- Participates, as appropriate, as ICAP's technical lead in monthly and quarterly project planning and evaluation meetings with relevant CDC staff and staff from GFATM and local partners
- Assists in the generation and presentation of project reports, publications and presentations
- Serves as a member of the ICAP Clinical and Training Unit providing content expertise to the work of the Unit
- Performs other duties, as assigned
Education
- Doctoral level degree in medicine, public health, nursing, tropical medicine, epidemiology, health management or other health-related field
Experience, Skills & Minimum Qualifications
- Minimum eight (8) years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field of HIV Prevention, Care and Treatment for Adults
- Minimum five (5) years of experience in the design, delivery and evaluation of programs and services for HIV Prevention, Care and Treatment programs in resource-limited settings
- Excellent communication, writing and quantitative skills including the development of measurable objectives, operational plans and measurable indicators/targets for public health programs and project
- Ability to establish and maintain effective working relationships with donors, implementing partners and other stakeholders
- Ability to manage multiple priorities and projects while working as a part of a technical assistance team
- Fluency in English (speaking, reading and writing)
Experience, Skills & Preferred Qualifications
- Proficiency in French, Spanish or Portuguese is a strong advantage
- Experience with programs in HIV prevention, care and treatment of adults
Travel Requirements
- Requires international or domestic travel up to 30% time
