WASH/Environmental Health Coordinator

Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. The IRC has long-term programs based in Baghdad and Erbil, as well as emergency response programs supporting Syrian refugees.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. In response to the Syrian refugee crisis, the IRC focuses on supporting refugees living in camps and in urban area by distributing non-food items, water and sanitation and also with Protection, education, Women Protection and Empowerment and Child Protection.

SCOPE OF WORK: 
The IER EH/WASH Coordinator is responsible for overseeing the implementation of environmental health programm ing in Arbat transit camp and later in the permanent camp in Sulimaniyah governorate. She/ He will provide technical and managerial leadership to the water, sanitation and hygiene program and ensure all activities are of high quality and respond to immediate needs of the refugees and donor guidelines.

RESPONSIBILITIES:
Grant Planning & Implementation
* Ensure that all the IRC projects are implemented in a timely and professional manner, according to objectives, goals and indicators established by SPHERE and IRC and in line with donor requirements and beneficiary needs (UNICEF, HCR and NEA)
* Oversee the installation of solar hot water system in Arbat transit camp, survey analysis and reporting, water trucking, garbage collection and hygiene promotion activities.
* Provide technical support and training for hygiene promotion staff
* Evaluate field needs for technical inter ventions and make recommendations as needed.
* Monitor NFI’s distribution related to the program;
* Monitor and evaluate appropriate implementation of technical aspects of the project against program objectives and IRC’s Program Framework;
* Directly manage a 15+ national staff team including incentivized staffs;
* Provide regular reports, document results and maintain detailed program records.

Grant Monitoring & Reporting
* Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
* Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes
* Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, in dicators and achievements.

Coordination & Representation
* Work closely and coordinate with the local partners, the IRC supply chain, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings.
* Actively participate in the various coordination meetings (WASH coordination group) and information sharing activities with UNCHR, national NGOs, international organizations, donors and government about EH/WASH activities.

Outcomes of deployment
* EH/WASH activities are implemented
* Donor reports are written and submitted
* Staffs are supervised and managed well to deliver on the project objectives
* Monitoring tools are in place and program data maintained
* Final closure of WASH activities in Suli are done accordance to donor guidelines

The security situation in Iraq remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment.
