Debt Collection Adviser
The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake economic and financial policy reforms. Norton Rose Australia, the Managing Contractor, seeks applications for the position of Debt Collection Adviser. The assignment will be carried out in three stages totaling 75 days. The exact dates and timings will be established in consultation with DG Tax, Lead Adviser and the Debt Collection Adviser. The successful candidate will be expected to have more than 15 years experience in tax debt collection and be able to demonstrate the following qualifications, skills, attributes and personal qualities:

1. High-level technical knowledge and demonstrated practical application of debt collection principles in a taxation environment.
2. An ability to identify a broad range of debt compliance risks and to develop strategies to mitigate the risks.
3. A strong capacity to implement reform programs that will impact significantly on the performance of a national Tax Agency.
4. An ability to effectively communicate with a broad range of stakeholders.
5. Strong professional leadership skills and the capacity to advise senior executives of the Directorate.
6. The ability to produce high quality reports in the English language.
7. Formal qualifications in an area relevant to the services are desirable.

In addition, Bahasa Indonesia language skills would be an advantage.

Applicants should submit a CV, a covering letter which clearly addresses the selection criteria listed above and a short statement addressing each of the following questions to procurement@aipeg.or.id no later than Sunday 24 July 2011. The statement should not exceed 500 words per question.

Failure to address the selection criteria and/or the questions may result in your application being rejected.

  1. Briefly outline your expertise in debt collection and explain:
    1. a)where and how you developed this expertise,
      b)your working experience in the field,
      c)your international working experience in the field, and
      d)your prior experience as a mentor /adviser.
  2. Explain how you would approach implementing:
    1. a)a new debt collection program, and/or
      b)new business systems and techniques to improve collection capabilities?
  3. What do you believe the risks and challenges are in successfully introducing and implementing and a new tax collection program and what do you believe the major barriers would be? How would you deal with these risks, challenges and barriers?
