1. Background and Purpose:
The unanimous adoption by the UN Security Council of Resolutions 1325 on 30 October 2000 represented a united acceptance of the:
- Disproportionate effects of conflict on women,
- need to take gender into consideration in all areas of peacekeeping, and
- The crucial need to involve women’s experience and knowledge in peace-building.
Pakistan was one of the key supporters enabling the adoption of this important Security Council Resolution. The Security Council Resolution 1325 (SCR 1325) is “a call to action” as it recognizes that lasting peace needs the active endorsement of all affected parties. The new perspective of gender’s myriad dimensions increases the relevance of women, and the importance of gender concerns, in areas including planning peacekeeping operations, running refugee camps, negotiating peace agreements, and reconstructing societies after the cessation of conflict. With SCR 1325, women are encouraged to be part of solutions to lasting peace, rather than simply as victims of war.
The Government of Pakistan, particularly the Ministry of Women’s Development, has been provided support on gender and peacekeeping such as development of a PCI for gender training of peacekeepers, gender training manual and support to Inter-ministerial Group on gender and peacekeeping. Work at provincial level with WDDs is ongoing. The WPS has now expanded to include work on RAHA, DRR and active support is being provided to humanitarian agenda.
The overall goal of this programme is to ensure women’s human rights in Pakistan by improving peace and security.
The objective of this programme is to contribute to the implementation of SCR 1325 and 1820 in Pakistan, enhancing the active participation of, and drawing on existing and potential resources of women in peace building activities while providing immediate responses and safe spaces.
The operational objectives of the programme are:
a. Support implementation of UNSCR 1325 and 1820 in Pakistan through the development of a national action plan and the establishment of a national trust fund
b. Respond to immediate needs of internally displaced people (IDPs) due to current conflict situation in Pakistan with focus on the security of women and girls and protection around gender based violence
c. Provide technical support to Ministry of Women Development for development and implementation of a pilot on gender and peacekeeping in Pakistan.
The expected results are:
i. Immediate actions to ensure that women’s human rights are on the agenda of the humanitarian and emergency responses
ii. Establishment of four women centers in NWFP and Rawalpindi for informal education and prevention of GBV
iii. A 1325 Trust Fund to support ongoing and new initiatives carried out by CSOs
iv. A gender-sensitive training frame-work for Pakistani UN peacekeeping forces, including the establishment of an Inter Ministerial Task Force on Gender and Peacekeeping by MOWD
v. Implementation of pilot mechanisms to address and reduce gender-based violence and protection of women and girls during and after conflicts
vi. Greater participation of women in peace negotiation and peace building institutions and groups.
The programme is working with several CSO partners on advocacy, capacity enhancement of duty bearers and rights holders and provision of direct services to women and girls affected by human made and natural disasters among other thematic areas.
As the first such programme in Pakistan, the lessons learnt and the success stories need to be documented and the visibility of the programme needs to be raised in the interest of replication and contributing to an enabling environment for creation of dialogue and leadership on women and peace principles rooted in international frameworks, i.e. prevention, participation and protection of women. Support is also required in forward thinking programme development, donor reporting and resource mobilization.
Activities and Deliverables
Under the guidance and direct supervision of the Country Programme Director and the Chief Technical Advisor Women and Peace Programme, the documentation and communication Expert provides support to the Women and Peace Programme in documentation, programme development and resource mobilization with the following specific activities and deliverables. The expert supports formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:
• Enhanced visibility of Women and Peace Programme through contributions to newsletters and other communication platforms (internal and external)
• Increased number of knowledge products available on Women and Peace (communication materials such as flyers and brochures, project briefs)
• Editing of researches undertaken by Women and Peace Programme and developing briefs on the same
• Increased support available to WPP team in donor reporting
• Identification of opportunities for resource mobilization for WPP and contribution to preparation of related documentation
• Liaise with CSO partners for field visits if required for documentation of success stories and lessons learnt
• Support the Country Office in aligning the country strategy with global strategic plan of UNW
• Support internal documentation system of WPS through edits and advice on draft strategic and working documents (various reports, position papers, etc.)
• Provision of oversight to communication component of WPP
• Advice on information collection, dissemination and documentation
• Capturing of lessons learned, success stories in collaboration with WPP staff and partners
• Advise the Country Director and CTA of opportunities for resource mobilization for UN Women activities and contribute to programme development.
• Any other work as directed by CPD or CTA.
