Project Manager - AFGHANISTAN

CLOSING DATE: 7/31/2011 DURATION: 6 months

REQUIRED COMPETENCIES Degree in engeneering (environmental, civil, mechanic, hydraulic), hydrogeologist or water ressources specialists

Strong knowledge in natural disaster preparedness and emergency reduction Minimum 2-3 years experience of work in foreign country and emergency projects

Communication skills with ability to work closely with Cesvi local staff, beneficiaries and partners Strong leadership, supervisory and people skills as well as experience with NGO procedures, approaches, and operations

Detail oriented, highly flexible and strong organizational and leadership skills Excellent problem-solving and analytical skills requiredAdaptability for hard living conditions

Fluent English essential Knowledge of Italian language

Strong computer skills including Microsoft Word, Excel, accounting software

DESIRABLE COMPETENCIES Prior experience in environmental impact assessment and hydro geological studies

Prior experience in Afghanistan highly desirable

WORK CONTEXT Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs. Since 2002, Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households.

JOB DESCRIPTION The collaboration will start approximately at the end of July 2011. The main duty station will be Herat – Afghanistan. The person will respond to the Cesvi Country Representative and HQs Desk Officer.

Main tasks and duties: - Be responsible of the overall project management and implementation with particular regard to the follow-up of the activities defined in the hydro geological analysis realized in cooperation with some technical experts of the Italian Embassy in the first phase of the project - Supervise administration, accounting, procurement, staffing issues related to the project - He/she will produce planning documents, including related financial provisions under the supervision of the Cesvi Country Representative and Administrator - He/she will produce periodic official reports according to project deadlines and donor-related requests, to be submitted to the Desk Officer for editing and final approval - He/she will ensure the elaboration of monthly internal report to be submitted to the Desk Officer on achievements, projects, problems encountered, pertinent developments, and strategic needs - He/she will manage liaisons with the main international actors working in the camps (EU, UN Agencies, local and international NGOs, private sector and civil society associations and other stakeholders) and guarantee a constant support to all project stakeholders - He/she will attend meetings with local representatives of the Italian Cooperation and local concerned authorities, as well as with the Italian Embassy and other project stakeholders, whenever required - He/she will be involved in visibility actions taken by Cesvi headquarters in order to promote in-Country activities and to raise funds accordingly - He/she will be constantly involved in the development of new project proposals for private and public donors, according to Cesvi Country strategy - He/she will report to the Desk Officer at HQs level, through e-mails, other mailing, telephone calls and periodic reports, as required - He/she will carry out briefing and de-briefing with the Desk Officer at the beginning and at the end of his/her assignment - He/she will attend a compulsory training at the beginning of his/her assignment at Headquarters level.
