I. Background on ACTED

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 30 countries worldwide, with over 200 international and 4000 national staff. ACTED has a 100 million € budget for over 350 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion. II. Region Profile

The Middle East Regional Support Office, based in Amman, has been created end of 2008. The overall aim of this office is to improve the quality of ACTED’s programming and interventions and to integrate a regional focus into ACTED’s global strategy by: •Supporting coordination through streamlining reporting and strengthening links between ACTED countries in the region •Improving the qualitative processes implemented by HQ to strengthen ACTED’s global policy and advocacy position •Improving communication and flow of information both internally and externally

The Regional Office supports directly: •Jordan •Iraq •Lebanon •Syria •Occupied Palestinian Territories

In 2010, ACTED’s Regional Coordination Office both actively supported specific interventions implemented in Iraq and the Palestinian Territories, and developed regional scale interventions aimed at defining a joint regional approach to issues and themes which are common to the countries and increase the visibility and relevance of our intervention. Throughout the year, and from Amman’s hub, our regional team contributed directly to these operations as well as promoting them from Amman and our support office in Dubai, whose aim is also to support our interventions in Afghanistan. In this context, our regional coordination office focused on setting up and developing partnerships at both local and regional levels, with increased presence and participation in conferences and other events related to humanitarian aid in Dubai.

In 2011, our regional office will support the development of new programs in Jordan and Syria in the field of support to Iraqi refugees and reproductive health.

III. Position Profile

The Liaison Officer in Dubai will be in charge of managing the ACTED office and Guest House in Dubai, donor relations in country, back up the affiliated country in logistics and HR/ Administration.

Registration issue follow up Vehicle, asset follow up Management of the Guest House Monthly salary payment report to be submitted to Government of Dubai.

  1. Office finance Management

Bills payment follow up Cashbook follow up Liaising with Persian Gulf Finance department on a monthly basis for SAGA

  1. Logistics Hub

Procurement support on ACTED other countruies Follow up on stocking/pilling storage option as needed Staff relocation from crisis countries

  1. Fundraising (Visibility)

Liaise with Persian Gulf donors Publication of articles in ACTED website and wewsletter

IV. Qualifications:

  • Previous related work experience, preferably in the humanitarian field w/knowledge of donor relations
  • Advanced proficiency in written and spoken English
  • Excellent writing and communication skills
  • Ability to work efficiently under pressure

V. Conditions:

  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
  • Additional monthly living allowance
  • Free food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)
  • Transportation costs covered, including additional return ticket + luggage allowance
  • Provision of medical, life, and repatriation insurance + retirement package
