Background
The incumbent will work under the overall policy guidance of the Director of the Special Unit for South-South Cooperation, and under the matrix management supervised by the Deputy Regional Director and Director of the Regional Centre in Cairo. He/she will advance the concepts and practices of South-South cooperation as an effective strategy to help achieve the UN Millennium Development Goals, and support operational activities of the United Nations system through advancement of South-South cooperation agenda as an effective strategy to achieve inclusive development in the Global South through operationalization and consolidation of the South-South 3-in-1 Multilateral support architecture in the region.
This Cross-Practice post will be part of the Practice Architecture anchored in the Regional Center in Cairo through which support to UNDP Country Offices (CO) and UN Country Teams aim to strengthen UNDP Development and Management results as well as UN Coordination results. As an integral part of this Practice Architecture and in support of its aims, the South-South Regional Senior Adviser will spearhead South-South Cooperation as a development driver in the Arab States Region, including identifying opportunities to expand South-South and triangular cooperation, identifying partners and developing networks for advocacy for South-South Cooperation, including in cooperation with regional bodies such as the UN Economic and Social Commission for West Asia (ESCWA), and the League of Arab States, National Governments (through the appropriate CO), the Private Sector and Civil Society.
He/she will build up the South-South & Triangular cooperation support facility/ies in support of SSC initiatives in the region, in line with the Special Unit’s South-South Cooperation Framework, the Policy decisions of the United Nations General Assembly High-level Committee on South-South Cooperation (SSC/16/39) and the Nairobi Outcome Document of the UN General Assembly (A/64/222). He/she will promote achievement of tangible results through analysis and knowledge sharing of best practices and lessons learnt on South-South Cooperation. He/she will promote dialogue and coordinate programme design for intra and interregional South-South Cooperation by working closely with the other Regional Coordinators deployed to other regions by the Special Unit, and, to ensure consistency, alignment and coherence around RBAS and R/UNDG priorities, with the various Practices in the RCC. He/she will prepare the South-South input to Regional Centre work plans and manage the human and financial resources deployed to the Region by the Special Unit for South-South Cooperation in line with UNDP policies. The Regional South-South Cooperation Senior Adviser will also lead the resource mobilization and intensify institutional partnership efforts of the Special Unit in the Region.
Duties and Responsibilities
Advisory function on the promotion and optimization of South-South and triangular cooperation in the Arab States Region, including in alignment with Practice-specific and other Cross-Practice priorities and substantive contributions to South-South cooperation;
Provide substantive and strategic advice on South-South trends and opportunities in the region, and policy advice and capacity-building support to the National South-South Focal Points of the Governments in the RBAS region. Review Regional South-South plans for UNDP Country offices, other UN Agencies, the Regional UN Economic and Social Commission for Western Asia (UNESCWA), facilitate South-South Dialogue and provides advisory services for applying South-South cooperation as UNDP’s sixth driver of development cooperation;
Strategic Promotion (marketing and showcasing) of development solutions, best practices and lessons learned utilizing the 3-in-1 Multilateral Support Architecture of the Special Unit, namely the Global South-South Development Academy, the Global South-South Development Expo, and the South-South Global Assets and Technology Exchange (SS-GATE);
Scan development practices in the Region, coordinate production of analysis of best practices, lessons learnt and promote networks from Government, private sector and civil society to strengthen the use of South-South Cooperation as a development tool. Facilitate interregional and intra-regional learning by drawing lessons learnt and making best practices available to partners. Consult with other regional coordinators to promote interregional learning;
High-level policy engagement that is relevant to the Secretariat role of the Special Unit to the UN General Assembly High-level Committee on South-South Cooperation and the substantive preparation and production of the UN Secretary-General’s Report on State of South-South Cooperation;
Analysis of briefs and papers to guide policy advocacy and programme development efforts in the Region and advise UNDP Country Offices, UN Agencies and ESCWA on emerging opportunities for South-South Cooperation in the Region. Provide regional inputs to the Secretary General’s Report on State of South-South Cooperation;
Resource mobilization: Mobilize resources (technical and financial) to support capacity building, formulation and drafting of programmes and projects as well as monitoring and evaluation of results of South-South and triangular cooperation programmes. Represent the Special Unit in regional and national consultations on South-South Cooperation as required. Coordinate financial resource mobilization in the Region for the South-South Programme and support the Regional Bureau in building strategic partnership with emerging donors in the region;
Partnership building and strengthening: Lead the partnership building and strengthening of relationships with National Focal Points and other stakeholders working on South-South Cooperation in the Region including the Economic and Social Commission for Western Asia, NGOs and other UN specialized Agencies. Represent the Special Unit in collaboration and partnership with key multilateral organizations and regional commission (ESCWA and others) on issues relevant to promoting and mainstreaming South-South and triangular cooperation in the region;
Managerial functions: engagement on strategic planning and management of the Regional South-South Arab States Team in Egypt; coordinate regional initiatives and programmes that are in line with the relevant cooperation framework of the Special Unit and the UNDP Strategic Plan vis-Ã -vis work of the Headquarters-based South-South team; contribute to and be guided by the Regional Centre annual work plan, focusing on key results on South-South and triangular cooperation at the regional level; manage and supervise the work of experts and consultants that support the 3-in-1 multilateral support architecture; manage South-South Resources deployed in the region in keeping with UNDP policy.

Required Skills and Experience
Education:
Minimum education requirement of a Master’s degree in International Relations, Social Science, Economics, and other relevant academic discipline.
Experience:
Minimum of 10 years of experience in the development field including policy development, programme planning and management, or related field;
Minimum of 5 years in international advisory or programme management positions in UNDP or in the UN system;
Country office/regional experience in developing resource mobilization strategy and competency in intergovernmental partnership;
Knowledge of south-south and triangular cooperation;
Experience in advocacy activities is desirable
Language:
English and French. Knowledge of Arabic will be an advantage
