VICE PRESIDENT OF INTERNATIONAL PROGRAMS & OPERATIONS

CARE is seeking a talented Vice President for International Programs & Operations. Under the direction of the COO, the Vice President for International Programs & Operations (VP) is accountable for CARE USA’s leadership, development and management of high impact programs and effective operations in regions (Africa, Asia, Middle East, Europe and Latin America) and in the country offices managed by CARE USA on behalf of CARE International in those regions. The VP leads the advancement of CARE USA’s humanitarian assistance and sustainable development programs and operations in countries where CARE is present. The VP sets strategic direction, leads organizational development, and oversees implementation of regional and country programs and initiatives.

While longer-term there is an option for the position to be based in a number of possible locations, the incumbent will need to spend considerable time during the first year in CARE USA’s Atlanta headquarters in order to establish the position and contribute to leading CARE USA and to its leadership team.

Primary Responsibilities:

· Provide leadership and strategic oversight of regional and country programs and operations managed by CARE USA on behalf of CARE International in order to maximize their impact and effectiveness;

· Guide and oversee development of regional and country programs to ensure that CARE plays appropriate roles and is well-positioned for continued relevance and impact in each country context;

· Oversee the recruitment, management and development of staff in CARE’s regional and country programs to ensure a strong, diverse and high performing talent pool;

· Oversee the management of financial and other resources in CARE’s regional and country programs and operations to ensure they are used to maximize impact and to high standards of compliance and accountability;

· Participate in CARE USA’s executive management team (EMT) to provide overall leadership to the organization;

· Establish and promote relations with other CI members, UN agencies, NGOs, the US Agency for International Development, and others to advance bi/multi-lateral co-operation and maximize benefits to CARE's international programs and operations.

Required Skills:

· Minimum of 10-year experience managing international organizations in both humanitarian response and long-term development;

· Experience in program management, policy influence & evaluation;

· Familiarity with funding agencies and international organizations and skills in external relations and advocacy;

· Understanding of the evolving roles of international NGOs;

· Leadership, organizational development & strategy skills;

· Operations management skills & experience;

· Planning, budgeting and financial management experience & skills;

· Organizational and staff leadership, management, decision-making & development skills;

· Internal communications, teamwork and collaboration skills.

Other Qualifications & Requirements:

· Master’s Degree or an equivalent combination of a Bachelors degree and experience. · Proven track record in not-for-profit management. · Fluency in at least one major foreign language preferred.
