DEVELOP AND CARRY OUT A TRAINING COURSE ON THE OPERATIONAL APPLICATION OF THE EC
The project “Transitional Capacity Support for the Public Administration of Moldova” was designed upon the request of the Government of Moldova to enhance capacities of the Moldovan Central Public Administration in order to accelerate the reform process and achieve Moldova’s short- and medium term development goals. In line with the Government of Moldova Activity Programme and the EU integration agenda (in particular, the negotiation and implementation of the Association Agreement between the EU and Moldova), the project provides support to the implementation of a priority package of reforms by the Government of Moldova. Policy and legislative reforms coupled with the improved capacity (including the mobilized local consultants, the trained and motivated civil servants, the newly educated professionals, etc.) ensure an optimal level of preparedness of the public administration to continue the implementation of the national policies and programmes in line with EU integration agenda. The project seeks to address urgent short-term capacity needs of the public administration at a time when the Moldovan central government institutions face serious financial and human resources gaps by offering additional capacity through contracting local experts helping the civil servants to implement important time bound tasks in policy development and legal drafting. Complementary, training and internships are being offered to develop the skills required for achieving a progress in line with the EU integration agenda and encourage better performance by the civil servants.
The Ministry of Transport and Road Infrastructure (MTRI) has recently closed the negotiations on the Transport Chapter of the EU-Moldova Association Agreement and made a commitment regarding the timeframe of the harmonization of the basic Transport sector legal framework with the EU legislation. The MTRI is elaborating a new medium term policy document “Transport and Logistics Strategy” covering all transport means for the efficient logistics services and a smooth flow of traffic within the country and across the borders that will aim at the implementation of the EU standards. The harmonization of the legal framework followed by the subsequent enforcement measures, as well as successful implementation of multi-modal transport strategy and the investment plan, requires corresponding capacity and knowledge of the civil servants responsible for these issues.

Duties and Responsibilities | |
The overall objective of the assignment: The training will assist the relevant Ministry of Transport staff to better understand the existing EU transport policy and the legal framework, will strengthen the capacity of the officials of the Ministry dealing with the legal harmonization process and policy development by offering the up-to-date knowledge on the EU Transport policy and legal standards. The scope of work is to design and carry out a 5-day training course for the staff of the MTRI aimed at strengthening the capacity of civil servants of the Ministry of Transport and Road Infrastructure in legal and policy drafting and in implementing the legal provisions in line with the European Union standards, requirements and practice. The purpose of the training is to offer the information and guidance to the civil servants of the Ministry of Transport and Road Infrastructure on the methodology for the efficient harmonization of the existing legal framework with the one agreed during the negotiations on the EU – Moldova Association Agreement. The training programme will provide the civil servants dealing with the legal harmonization process and policy development with the up-to-date knowledge on the EU Transport policy standards and requirements, will strengthen the legal drafting and policy development skills and will provide the information on the generally recognized good practice in drafting and enforcement of the regulatory framework on the basis of lessons learned in the Accession countries. The content of the training will include, but is not limited to:
The intended audience for the training is civil servants from various sectoral (road transport, aviation, rail transport, waterborne transport) and horizontal (legal, European integration) Departments of the Ministry of Transport and Road Infrastructure as well as from the relevant central public administration authorities.
Output: It is expected that after the delivery of the training, the trainees will have an improved theoretical knowledge and strengthened practical skills to deal with the legal harmonization/policy development issues.

The selected training provider will:
Working language: The training shall be performed in either Romanian or Russian language; should this however not be possible, the TCS project will facilitate the simultaneous interpretation and translation services between English and Romanian. The provider of training shall submit all training materials and hand-outs to the Project Training and Internship Coordinator at least 2 weeks in advance (to secure the time for its translation into Romanian at an adequate quality. Institutional arrangements: The Consultant will work in close collaboration with the UNDP counterpart at the Ministry (the Head Department for International Relations and European Integration) and the EU High Level Policy Adviser to the Ministry – for substantive aspects of the assignment and under the direct supervision of the project Training and Internships Coordinator – for administrative aspects. The TCS project will also facilitate relevant logistic services, including catering. The client (MTRI) will:

The financial proposal shall specify a total lump sum amount. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (fees, travel, per diems, and number of anticipated working days). Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
All prices shall be quoted in US Dollars/Moldovan Lei and shall be exclusive of VAT. For comparison purposes, all other currencies shall be converted into US Dollars/Moldovan Lei using the UN Operational Rate of Exchange on the day of the competition deadline. | |
