Terms of Reference Facilitator for Education in Emergencies Training Workshop UNICEF-NRC, Oslo 2011
- Background:
UNICEF and the Norwegian Refugee Council (NRC) are working together in a strategic partnership to respond to the needs for surge capacity in the aftermath of an emergency. Within this partnership, the NRC is helping UNICEF to address needs and gaps on a short-term basis in responding to emergencies both as part of the Education Cluster as well as the programmatic response, providing support to UNICEF’s country offices.
As part of its Capacity Building in Emergency (EiE) project, UNICEF is now working at promoting better preparedness by enhancing surge capacity in all regions and at global level in the area of education. As part of this effort, UNICEF and NRC are collaborating to organise a training workshop in the Nordic region to build on the capacity of standby partners to support education in emergencies.
This Education in Emergencies training will take place from 8 to 11 November 2011 in Hadelund, Norway.
2. Purpose:
The UNICEF Education in Emergencies Capacity Building project in Geneva seeks to hire a senior consultant/lead trainer to help plan, prepare and facilitate an Education in Emergencies (EiE) training workshop. Based on the training package for Frontline Responders, the intention of the workshop is to enhance the capacity of UNICEF’s standby partners globally in developing/implementing EiE programmes.
The objective of the consultancy/lead trainer position is to ensure that participants take away the training’s key messages, the workshop flows smoothly and that participants have the opportunity to interact with workshop facilitators and other experts.
- Responsibilities:
The consultant will report to the UNICEF Senior Education Advisor in Capacity Building for Education in Emergencies, who will collaborate with the UNICEF Emergency Operations Standby Partners Unit, Division of Human Resources and NRC. The Senior Education Advisor will provide all the guidance and background required to contextualize the EiE Training Package guide, as well as any resources needed for relevant adaptation of the package.
The consultant will be responsible for the overall delivery and co-facilitation of the training. The work will include, but will not be limited to, the following tasks: a) Preparation
• Familiarization of all relevant training materials; • Draft and finalise training agenda in consultation with Senior Education Advisor; • Contribute to materials, organization, and planning of the workshop, as needed; • Provide Senior Education Advisor with list of required supplies for the workshop;
b) Facilitation of workshop at venue
• Lead training, acting as lead facilitator and master of ceremonies (M.C.); • Facilitate and M.C. all of the sessions and transitions between sessions; • Prepare workshop presenters and experts for their roles, and when applicable, assist in coordinating their presentations; • Ensure that participants: (1) Acquire knowledge and skills in components of EiE preparedness and response; (2) Become familiar with the Education coordination/cluster roles and responsibilities; (3) Create a plan for EiE capacity building which can be taken to their respective agencies;
c) Evaluation and Reporting
• Prepare first and final draft of participants’ workshop evaluation form in collaboration with Senior Education Advisor and EMOPS Unit (using other regional evaluations as a base); • Draft and finalise workshop summary and evaluation report, based on observations and evaluation reports;
The consultant will maintain regular communication with Senior Education Advisor, and carry out other
related tasks to support the team, as required.
Consultant would be expected to respond to queries on the workshop report, after completion of the contract.
- Deliverables:
• Brief Capacity mapping/ background and experience of participants, etc. • Draft and final version of training agenda for the workshop (First and final draft including co-facilitation) • Preparation of workshop, including edits to Facilitator’s Guide, Participant Handbook and EiE toolkit. • Facilitation of workshop • List of required supplies for the workshop; • Draft and final version of participants’ workshop evaluation form; • Draft and final version of workshop summary, including annexes
Duration and timeline: 21 working days after signature of contract, including travel, within the period of 17 October to 25 November, 2011.
Travel: The consultant will be expected to travel to Geneva for 2 days’ preparation with the Senior Education Advisor, and then to the training venue in Norway. DSA and travel costs will be covered by UNICEF.
Qualifications, skills and experience required: • Consultant should have an advanced degree in education and/or social sciences/development or equivalent and 10-15 years relevant work experience; • Extensive experience both in training/capacity building and documentation in this technical area; • Thorough knowledge of humanitarian and education in emergencies environment;
