Monitoring and Evaluation Manager, Local Partners Capacity Building Project, Zambia

Project Summary:

Management Systems International (MSI) is currently recruiting for positions under the USAID-funded Local Partners Capacity Building Program (LPCB). The goal of the program is to improve the overall capacity of local organizations to scale up quality HIV/AIDS services in Zambia by helping to strengthen their management, financial, technical, and monitoring capacities.

Position Summary:

The Monitoring and Evaluation Manager will be responsible for managing the LPCB program’s overall monitoring and evaluation system, including integrating partner M&E input into the program’s reporting system; providing advice, training, and technical assistance in M&E to LPCB program staff and partners; and managing the program’s Management Information System (MIS). This position will report direct to the Deputy Chief of Party. The post is based in Lusaka, with considerable travel to Partner Organizations in the provinces.

Responsibilities:

• Manage the LPCB program’s overall M&E system, including integrating partner M&E input into the program’s reporting system; • Provide advice, training, and technical assistance in M&E to LPCB program staff and partners; and • Manage the LPCB program’s Management Information System (MIS).

Qualifications:

• Demonstrated expertise in monitoring and evaluation, including survey methodologies and strong analytical skills; • Prior experience establishing M&E systems and managing M&E for development projects, as well as experience managing M&E staff; • Degree in monitoring and evaluation, organization development, public health or other field relevant to the program; advanced degree preferred; • Familiarity with HIV/AIDS and PEPFAR indicators; • Experience working with, and reporting results to, USAID and familiarity with USAID M&E reporting requirements; • Fluent English with strong written, verbal and listening skills; • Strong computer skills, especially MS Excel, MS Word, MS PowerPoint and familiarity with databases; • Excellent time management skills and ability to meet deadlines; • Excellent interpersonal skills and a strong team work orientation; • Experience managing other M&E staff.
