International Consultant/Review of Five Key Climate
| As substantive negotiations on climate change  issues are expected to take place in 2011, there will be a need to  provide continuous and enhanced support to the Uzbek delegation in their  efforts to participate effectively in the negotiating process. The  governments clearly stated their needs in this regard, and this request  is firming on the way towards reaching a global legally binding climate  change agreement, as they understand that if they are not able to  position their countries properly under the post-2012 regime this will  affect their development. For many years already UNDP is supporting the  governments and in particular the negotiators, by issuance of guidance,  briefings, presentations, conduction of trainings, workshops,  roundtables, videoconferences and providing expertise and technical  advice.  In view of comprehensive legally binding global climate change agreement is to be in place (November 2012, Qatar, 18th  Conference of the Parties under the UN Framework Convention on Climate  Change) there will be a need to identify further  commitments/requirements to the countries of the region and to support  them in the understanding and preparation for their fulfilment.  The  International Consultant on Review of Five Key Climate Change  Negotiation Areas will be responsible for development of approaches  aimed at enhancing knowledge and skills related to the international  climate change negotiations of  the national negotiation team; and  development of practical recommendations on how to ensure and enable  efficient participation in the climate change negotiations, which are a  very comprehensive and complex process.

| Duties and Responsibilities | |
| Throughout the assignment the  International Consultant will work under the direct supervision of the  Project Manager and overall guidance of the Climate Change Specialist of  the Environment and Energy Unit, UNDP CO, as well as the Environmental  Specialist from the UNDP Regional Center in Bratislava. The  International Consultant shall establish close cooperation with the  national experts involved in the corresponding LEDS development  activities. Key Responsibilities: I.     Review the outcomes of the 17th  Conference of the Parties under the UNFCCC held in Durban in 2011 that  are relevant to the five key focus areas of the international climate  change negotiations:

Develop five technical papers covering the five key focus areas of the international climate change negotiations that will include inter alia analysis of relevant opportunities for Uzbekistan to benefit from the each of above five areas. III. Based on the request of the project team and national negotiation team, advise them on the relevant issues via e-mails and /or telephone- and skype conferences. Implementation arrangements: The assignment will be based on the deskwork at home-country within 10 working days during the period from 1 March 1 to 31 May 2012. The International Consultant will be fully and solely responsible for undertaking the above tasks and quality and timely producing the expected outputs and deliverables indicated below. Deliverables and timeframe: The following deliverables and indicatives schedule are expected from the contract. The final schedule will be agreed upon in the beginning of the consultancy assignment. All deliverables should be submitted to UNDP by the Consultant in English. See Section III above for specific details of the content required for these deliverables. Payment Conditions:
