INTERNATIONAL MANAGER OPERATIONS

War Child Holland is an international NGO aiming at providing psychosocial relief to children in (former) war and/or conflict zones. War Child invests in the peaceful future of children affected by war. War Child’s goal is the empowerment of children in war-affected areas, through psychosocial programmes in which creative and sports activities are used to reinforce the psychological and social development and the welfare of the children and to create public awareness of the problems of children in (former) war zones.

Job location: Approximately 80% travelling to our War Child Programme Area’s and 20% Head Office (The Netherlands, Amsterdam)
Starting date: As soon as possible
Contract: 1 year (extension after 1 year is possible)
Family: This is a non-accompanied position


The challenge

As an International Manager Operations (IMO) you support in capacity building and problem solving in the field of operations, in particular finance, in War Child’s programmes. You work closely together with the Manager Operations in the War Child Programme Area (WPA) and in case there is no Manager Operations in place in a particular WPA you fill in the gap, in order that the operation can continue. War Child has currently programmes in twelve countries.

Operations within War Child entails Finance, HR, Logistics and ICT. A Manager Operations:
• Ensures that the operation is (set up and) running effectively and efficiently to enable programme staff
• and other stakeholders to carry out the War Child Programme;
• Has an advisory role towards the Country Director (CD) and other managers with regard to his domains;
• Sees to transparent and reliable processes and generates management information for the stakeholders;
• Directly manages staff members like a Finance Officer, a Logistic Coordinator or an Administrator, this varies per WPA.

War Child Holland expects that the main focus of the IMO will be financial management and administration, but the IMO has preferably also experience in Human Resources (HR), Logistics and/or Information & Communication Technology (ICT).

• The IMO will play a crucial role in bringing operations to a higher level. Current projects are improvements in the accounting system and the link between the content of our programmes and the financial administration (accounting system versus project administration system).
• The position of the IMO includes constant international travel to (former) war and conflict zones and requires a high flexibility in terms of physical movement from country to country on a short notice.
• The IMO reports to the Country Director (CD), in case he/she is based in a WPA. The Head of Operations (based at head office in Amsterdam) is his/her line manger.

Profile

Knowledge of financial management and administration (minimum BSc level), and preferably in HR, logistics and/or IT;
• A minimum of 5 years of relevant experience of which 2 years in a management position (preferably within an international (NGO) environment, in a developing country and/or (post) conflict area);
• Working experience in short term assignments (consultancies, interim positions etc.);
• Experience in training and coaching;
• Experience in working with automated accounting systems;
• Experience in funding portfolio’s with international donors;
• Planning and organizational capabilities;
• Result focused and cost-conscious;
• Able to effectively liaise with colleagues in diverse multi-cultural environments and to adjust fast to different (cultural) environments;
• Required: fluency English (verbal and written);
• Fluency in French, Spanish, Arabic or Hebrew is an asset.
