Responsibilities
Within delegated authority, the Security Sector Reform (SSR) Officer shall be responsible for the following duties: Participate in the development, implementation and evaluation of assigned projects, monitor and analyze project development and implementation, review relevant documents and reports, identify problems and issues to be addressed and propose corrective actions, liaise with relevant parties, and identify and track follow-up actions; Research, analyze and present information gathered from diverse sources; Assist in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.; Undertake survey initiatives; review, analyze and interpret responses, identify problems/issues and prepare conclusions; Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; Provide substantive support to the SSR unit; Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; Provide advice on SSR project planning, implementation, monitoring and evaluation of SSR programmes and projects; Initiate and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; Coordinate activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents and reports (pledging, work programme, programme budget, etc.); Coordinate and liaise closely with other OROLSI components. Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in United Nations funds, programs and other United Nations specialized agencies; representatives and officials in national governments, international organizations, and consultants; Coordinate and liaise closely with other mission components, including Rule of Law and DDR; Establish and maintain relationships with counterparts and the following: senior officers and technical staff in relevant Secretariat units and in United Nations funds, programs and other United Nations specialized agencies, representatives and officials in the national government, international organizations, and consultants; Perform other duties, as required.
Competencies
Professionalism - Significant knowledge of security sector reform (concepts, terminology, research and policy literature – in particular in the areas of governance oversight and accountability of the security sector; institutional development; and SSR and sustainable development); ability to work with a wide range of technical experts including police, military, public administrative and judicial actors; experience in the design and implementation of SSR programmes/projects; ability to support inter-disciplinary/inter-departmental teams and task forces, and manage multiple tasks simultaneously; proven strengths in policy and operational-level coordination; good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Communication - Proven ability to write in a clear and concise manner and effective oral communication skills; demonstrated ability to develop and maintain effective work relationships with financial counterparts. Job Requirements

QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in political science, business, public, security sector management, administration, international relations or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
At least five (5) years of progressively responsible experience (seven years if only first-level degree is held) in inter-agency coordination, programme/project management & evaluation, political analysis, or related area, is required. Previous experience in the development or implementation of SSR programmes/projects, preferably in the areas of governance, institutional development, or coordination, is highly desirable. Previous experience in United Nations peacekeeping missions is highly desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
Fluency in spoken and written English or French; knowledge of a second United Nations language is an advantage and sometimes a requirement. Fluency in the local language may be essential.
