The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist (Voluntary Counseling and Testing – HCT) in the Centers for Disease Control and Prevention (CDC).

Minimum Requirements

Qualifications Required:

Items 1- 5 are ALL REQUIRED

1.      Education:  Graduation from an accredited university with a bachelor’s degree in Behavioral or Social Sciences, Health Education or related discipline
      is required.
2.      Experience:  A minimum of three years of work experience in care and support for PLWHA activities, including program planning, implementation,
     and evaluation.  Past experience will include experience in HIV counseling and testing that indicates the ability to consult and collaborate effectively with
     all levels both within and outside the agency is required.
3.      Language:
      
-          English level IV (fluent) reading/writing/speaking is required.4.      Knowledge:      -          Advanced knowledge of the techniques, principles and methods related to HIV counseling and testing and strategies for integrating HIV prevention
            services with care and treatment services is required.
5.      Skills and Abilities:  
      -          
Skill in providing oversight and technical expertise in the management and evaluation of public health programs is required.
      
-          Ability to develop effective working relationships with national and international working partners is required.
      
-          Ability to exercise considerable ingenuity in applying guidelines to unique and different settings; as the work is highly complex and can be
            threatening to stakeholders is required.
      
-         Ability to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in HIV/AIDS prevention
            programs to adopt appropriate strategies for their program activities is required.


       
Qualification Required for the Full Performance Level.  In addition to the qualifications required for the Trainee level, applicants must
       have: 
        
-          Good understanding of the structure and functions of CDC Global Aids Program (GAP) South Africa, including knowledge of CDC’s role and
              function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR) and CDC and USG policies guidelines and procedures for
              administration of cooperative agreements is required.

Job Specification


Basic Function of Position
:

The HCT Coordinator works under the supervision of the Counseling and Testing Lead to assist in the planning, implementation and evaluation of a national program of HIV Counseling and Testing under the President’s Emergency Plan for AIDS Relief (PEPFAR) and provides technical assistance and oversight to external partners in implementing the program’s activities in South Africa.  The incumbent serves as a primary CDC contact for external partners for all issues related to CDC-supported counseling and testing activities and serves as the Activity Manager for multiple CDC supported counseling and testing cooperative agreements in South Africa.  The incumbent contributes to the planning, development, and review of the counseling and testing components of the annual Country Operational Plan (COP) for South Africa.  The incumbent insures collaboration among PEPFAR South Africa partners involved in HIV/AIDS care and treatment programs and promotes the use of internationally recognized best practices in HIV counseling and testing and care and support among PEPFAR sponsored programs in South Africa. Identifies training needs and participates in the development and implementation of training courses for partner organizations.
