PROGRAM MANAGER - FOE

Position Summary
The Program Manager will spearhead Freedom House’s expanding efforts to counter restrictions on freedom of speech around the world, and implement current Freedom of Expression (FOE) projects. She/he will develop and manage all aspects for FOE programs to include strategic design, implementation, project management, monitoring and evaluation of projects, fundraising, outreach, and advocacy on freedom of expression issues. She/he will provide in-house technical advice across regional teams for the design and development of programs related to freedom of expression.This position is based in Washington, DC and reports to the Vice President for global programs.
Some Duties and Responsibilities
  • Develop program strategy, and assist with managing overall thematic program strategy
  • Conduct analysis and research, and writing special reposts. Potential topics include an examination of the relationship between freedom of expression and other crucial human rights, and an investigation of the impact of restrictive laws in curbing hate speech.
  • In partnership with international civil society organizations, organize task forces to visit countries that have recently implemented or are drafting legislation limiting free expression
  • Work with international civil society groups to send delegations to sessions of key international organizations, such as the UN Human Rights Council and the organization for Security and Cooperation in Europe, to address threats to freedom of expression directly with country delegations and special representatives
  • Design, manage, and supervise all programmatic aspects of multiple grants including work plan development, identifying consultants and sub-grantees, organizing trainings and other activities, monitoring and evaluation, budget management, reporting
  • Monitor key developments in assigned thematic portfolio including status of international policy, country-specific relevant legislation, and human rights abuses, report and present findings
  • Manage program finances including analysis, budget monitoring and projections in full compliance with Freedom House and funder requirements
  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreements are met
  • Manage proposal submission process and ensure complete, accurate, and timely proposal submission
  • Contribute to and participate in complex negotiations with bilateral and/or multilateral government agencies, donors or relevant audiences as authorized
  • Develop effective professional relationships with partner organizations, and assist them in increasing their capacity to meet objectives, and more effectively implement their own programs as assigned
  • Develop and maintain relationships with the donor and diplomatic community, congressional staff, partners and grantees, policy community, and other NGOs and think tanks

Qualifications


Minimum Qualifications
  • Master’s degree in political science, international relations, or related field
  • Minimum 8 -10 years of directly related experience with 2 years of high level advocacy of freedom of expression issues
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
  • Knowledge of freedom of speech issues, including knowledge of international and/or domestic laws that focus on freedom of expression
  • Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation
  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes
  • Strong program management skills from design through implementation, evaluation, and close-out
  • Strong knowledge of financial management, and grants-related compliance requirements
  • Excellent judgment in problem solving and decision-making on a consistent basis
  • Strong ability to initiate, foster, interact, and maintain relationships with contacts and stakeholders in a diverse and multicultural environment, with sensitivity and a high degree of courtesy, discretion, tact, and professionalism
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership
  • Experience or familiarity with new internet or mobile communication tools preferred
