Deputy Head of Mission in Charge of Programs , LEBANON


Première Urgence – Aide Médicale Internationale is a French Non Governmental Organization, non-profit, apolitical and non-religious. Its entire staff is mobilised daily to cover the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PU-AMI is based in 21 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI results of the merger of two NGO, Première Urgence and Aide Médicale Internationale, thus combining experienced teams, with strong complementary technical expertise in the humanitarian field.Their common goal is to provide a comprehensive response to population’s in emergency situations and support their return to independence following a crisis.
As part of our activities in Lebanon, we are looking for a Deputy Head of Mission who will be in charge of programs.
The Deputy Head of Mission in Charge of Programs ensures the monitoring of qualitative and operational aspects of the mission’s programmes on a day-to-day basis. He/She guarantees the effective, efficient and qualitative implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communiation). He/She supports the HoM in representation activities linked to programs.
Tasks and responsabilities:
  • Programs : He/She manages the technical coordination team and ensures the operational and qualitative aspects of programs are put into practice properly (monitoring of objectives, respecting due dates and budgetary provisions, quality control).
  • Evaluation / Strategy: He/She participates in creating an operational strategy and suggests new operations according to needs identified in direct coordination with the Heads of Bases.
  • Human resources: He/She manages the technical coordination team (defining objectives, monitoring) and supports them in the overall management of their teams
  • Representation: By delegation from the Head of Mission, he/she ensures and coordinates PU-AMI’s sectorial representation at national level among partners, donors and different authorities.
  • Coordination: He/She ensures the effective interaction between the technical coordination team and the bases. He/She also ensures that the technical coordination department is properly liaising with the support coordinators.
  • Logistics, administrative and financial monitoring: He/She is involved in direct collaboration with the technical coordinators in the global oversight of links between programs departments and logistics and administrative departments. He / She guarantees that the implementation of all activities is done while respecting all internal and external logistics and administrative frames.
