Consultant Dream Fund

The Dutch National Postcode Lottery is the third largest private donor in the world. War Child is developing a Dream Fund proposal for an innovative education project, starting in The Sudan and to be rolled out in at least two more countries. The project uses ICT and serious gaming to reach out-of-school children. A small pilot of this project has already been carried out successfully. War Child is recruiting a consultant to manage the proposal development process. The final product will be a high quality and attractive, creative full proposal, possibly not limited to a written document. The consultant will drive the process to bring the application to full completion and ensure both high quality and a timely submission of the final product. Requirements
•    Strong interpersonal skills and strong ability to coordinate a multi-stakeholder team, including internal and external parties
•    Ability to design and write winning technical programs responding to grant solicitations in a limited amount of time
•    Strong writing skills in an accessible manner, attractive to read for an outsider
•    Demonstrated work experience in developing countries
•    Experience in the preparation of proposals to the Postcode Lottery is preferred
•    Knowledge of e-learning and/or ICT4D is a plus
•    Ability to develop a multi-stakeholder, multi-annual and multi-country budget
•    Fluent in English and preferably Dutch, both written and verbal
•    Ability to work under pressure and meet deadlines
•    Willingness to travel
•    Computer literate in MS Office (Word, Excel, Outlook)


Timeframe
Total duration: 40 days (8 weeks fulltime) most likely from 1 August until 25 September 2013. This includes 10 days for research and preparation; 15 days in-country consultation (Sudan); and 15 days for writing, incorporating feedback and finalising the proposal, including creative presentation with support from Communication department.


This consultancy will only be applicable if War Child is selected to develop a full proposal. A concept note is currently pending – we are expecting a response from the donor by mid-July.
