Essential Duties & Responsibilities
Includes the following. Other duties may be assigned.

Participates as a member of a team in the financial management and accounting activities associated with government or private sector grants. Provides accounting technical assistance to the Director of Grants Administration and other Contracts Unit staff relative to grant accounting and financial reporting. Serves as Contracts Unit liaison to the Accounting and Budget units, and other staff, relative to grant fiscal issues and analyses along with collaborating with Grant Accountant II in the Contract Units on all accounting related transactions for the department. This position assists in monitoring and facilitating various aspects of AHF’s county, state, and federal contracts, along with contract-related program budget issues, and financial reporting functions. This position assists the Director of Grants Administration and program staff in administering grant contracts and ensuring compliance with contract requirements. This position also assists in the application and review of correct costing methodologies to ensure that direct, allocated, and matched costs are necessary, reasonable, and consistently treated per grant/contract provisions. This position also works closely with the Grant Accountant to ensure that program revenues are property documented, tracked, and reported.

Assures the accuracy and timely reporting of grant accounting data and financial analysis for the Contract Unit. 

Supports the processes that assist managers in making strategic and operational databased decisions by delivering timely, accurate and relevant financial information.

Performs special projects related to grant financial activity as requested by the Director of Grants Administration.

Assists in perform grants receivable and collection activities including invoice preparation, invoice and payment tracking and when necessary, the processing of refunds for unexpended awards.

Assists in prepare accrual ledgers and entry of invoicing into accounting system (MAS90).

Assists in draw-down funds electronically as needed for specific grants.

Assists in the monthly and year-end closing of financial records.

Review and monitor all grant expenditures against award budgets and prepare variance analysis and reports for submittal to the Director of Contracts and other Contracts staff.

Review and verify grant accounting records and transactions for accuracy, timeliness and adequacy of supporting documentation for audit purposes, ensuring a constant state of annual fiscal and funder audit readiness.

Work closely with Contracts, Accounting and program staff members to prepare audit work-papers and in resolution of corrective actions.

Coordinate with the accounting, payroll, and other finance staff teams to review funded position salary allocations and alert appropriate managers to inconsistencies in coding and reporting. 

Review payroll and other general ledger transactions, including expense transfers, for grant allowability and grant funds availability.

Ensure compliance with government regulations, policies, agency guidelines, and generally accepted accounting principles.

Prepare and submit both internal and external financial reports. 

Reconcile grant account balances and transactions to external reports and AHF financial records.

Create, maintain, update, and close out grant accounts.

Perform a wide variety of special projects and data gathering functions as well as developing specialized reports and analysis as necessary.

Prepare specialized reports, analysis and financial models; present results of analysis.

Review month-end financial reports, construct financial statements, provide variance analysis, research financial irregularities, and use the analysis to develop meaningful financial reporting.

Coordinate and develop ad hoc analysis as required.

Assists the Director of Grants Administration with special projects for grant funded programs.

Composes and types routine correspondence. Prepares outgoing mail and correspondence, including e-mail and faxes.

Maintains and updates contract files. Organizes and maintains file system, and files and/or makes copies of correspondence and other records/printed materials, as necessary.

Serves as liason between external funders and internal AHF department staff on grants/contracts.

Assists in preparation and compiles documentation for funder reviews, audits and site vists.

Assists in preparation and compiles documentation for annual independent audit and A-133 federal audit.

Assists Director of Grants Administration and Contracts Manager to ensure all compliance requirements are met.

Responsible for understanding all relevant terms and requirements for all AHF contracts.

Provide support to other Finance Department staff, as required.

Participation in AHF Meetings/Committees
Attends AHF Meetings as assigned.

Education and/or Experience
Bachelor’s degree (B.A.) in Accounting from four-year college or university and two to five years grants accounting experience, preferably in an international non-profit, health care, or government agency setting, and/or training or equivalent combination of education and experience.

Computer/Software Skills & Abilities
To perform this job successfully, and individual should have advanced knowledge of Microsoft Excel, Word, PowerPoint and Access software. Knowledge of MAS 90 or similar accounting software helpful.
