DEPUTY DIRECTOR DORCAS SOUTH SUDAN

 Deputy Country Director
Purpose
The Deputy Country Director will provide leadership which combines strong business disciplines with inspirational spiritual leadership skills in line with our Christian values and ethos. Provide coordination of the organizational strategic planning process while leading in the assurance of programmatic quality, excellence in execution, and support services functions of the organization in order to manage risk and compliance while attracting and securing funding to maintain continuity.

Main Duties and Responsibilities
General
 Lead the strategy development process for the office with clear, measurable short-term and long-term targets.
 Coordinate the quality assurance meetings with Management Teams and ensure agreed action plans are implemented.
 Provide strategic direction and support to the Program and Resource Development team resulting in the successful proposal development process and acquisition of funds and be pro-active in seeking partners and new grant opportunities.
 Support the CD in the engagement and building of strategic alliances with the government, major donor agencies, and partners/non-governmental agencies, churches etc. (media).
 Ensure procurement, logistics and all other support services transactions are carried out in accordance with Dorcas financial guidelines, policies and procedures.
Networking
 Coordinates communication with Support Offices by ensuring flows of good communication and information that guides and strengthen relationship and partnership.
 Actively engage with stakeholders, including the church and the government of Southern Sudan to ensure the Dorcas activities are communicated well to the aid community and are responsive to the beneficiaries needs.
 In consultation with the country director Liaise with donor representatives in country to present the Dorcas programs and negotiate necessary funding for the programs.
 Participate actively in and input into relevant forums and discussions regarding NGO Coordination and good program management and other issues of immediate concern.
Reporting
 Report internally on updates through bi-weekly Country Situation Reports.
 Prepare timely donor reports on project progress and impact according to Requirements.
 Develops an efficient communications system process with the Program Management Teams and partners.
Security
 Regularly update and implement Security Guidelines in Southern Sudan, developing a staff culture of security responsibility.
 Ensure local procedures for staff safety and security are regularly reviewed and implemented, with all staff adhering to the security plan.
Person Specification
Essential
 Excellent leadership skills, 5 year experience in a similar role. Confident networker with an ability to read complex political situations. Strong representational skills including communication and negotiation skills. Strong experience and skills in people management and development together with proven ability in cross cultural management.
 Solid experience of donor relationship development and management, developing and writing proposals for funding and managing a multi-donor funded programs
 Fluent in English
 Strong written and presentation skills in English.
 Ability to prioritize tasks, work alone and as part of a team.
 Strong organizational and time management skills; firmness in implementing and managing program and internal targets to deadlines.
 Flexibility, creativity and the ability to adapt to a changing and challenging environment.
 South Sudanese
 Good computer literacy, with knowledge of Microsoft Office applications including Word, Excel and Outlook
 Proven experience of capacity building for INGOs or community organizations.

Authority
 Working towards our mission bearing in mind our vision. The post-holder functions with authority from the Country Director.
Limitations to Authority
 The Deputy Country Director shall operate within the Strategic and Operational parameters set down for the Southern Sudan program as agreed with the Country Director, and within good practice as understood in the sectors developed by Dorcas and its partners. These limitations will be reviewed periodically.
Accountabilities
 Accountability in this relationship is mutual. The Deputy Country Director is accountable to the Country Director.
 Deputy Director to provide support to the country director and to relate in a manner consistent with Dorcas values.
 The Deputy Country Director is responsible to the Country Director for performance according to the expectations of the post and for operating within the authority delegated
