Food Security and Livelihoods Director

ROLE PURPOSE:
As a key member of the Expanded Senior Management Team, you will provide strategic, technical and management leadership, for the food security and livelihood programs of Save the Children in Pakistan in both emergencies and development contexts. The Director Food Security and Livelihoods (FSL) will be responsible to strategize, develop and provide technical oversight for implementation of FSL projects. The Director FSL Programs will work at national level in Pakistan with development partners and relevant line ministries to influence policies around food security, social protection and economic development to bring in a strong child focus in development policy environment.
SCOPE OF ROLE:
Reports to: Deputy Country Director Programme Development and Quality
Dimensions: Save the Children works in more than 70 districts in Pakistan with a current staff complement of approximately 2,000 staff and current expenditure of approximately $100 million each year.

KEY AREAS OF ACCOUNTABILITY:
As a member of the Expanded Senior Management Team, contribute to:
• Quality technical leadership and advice for the design, implementation and monitoring of FSL work at provincial (or Hub), district and community levels
• Supporting the development of a dual mandate organisational culture that reflects Save the Children values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors
Technical expertise
• To provide expert technical advice on the design and quality implementation of Save the Children’s FSL interventions ensuring the approach is consistent with other agencies and integrated with other SC activities.
• To lead on the development of the FSL strategy, ensuring strategic recommendations are practical and results focused
Management
• The Director-FSL, based in Islamabad provides technical support and oversight of FSL program activities. Provide technical advice on the quality of implementation of program activities.
• The Director-FSL is a member of the Program Development & Quality unit responsible for overall thematic leadership, and will work closely with other technical directors for possible integration of FSL into other thematic programs.
Fundraising and reporting
• Developing a fund raising strategy, and liaising with national and international donors for support of various programmes/activities
• A key priority of the Director-FSL will be to develop proposals and secure income from institutional donors. This will involve the development of proposals, meeting with donors and the UN and other actors. Liaison with the strategy and proposal development department of the PDL for support in proposal development will be critical at this stage.
• The Director-FSL will provide technical input and support to interim and final donor reports where appropriate.
Coordination
• The Director-FSL will represent Save the Children in food security and livelihoods coordination in Islamabad, and elsewhere in country and internationally, when required. They should ensure Save the Children’s livelihoods work is well understood and well represented in key coordination forums and that the work is coherent with that of other agencies. Liaison with key government line ministries will be critical in this.
• As a member of the thematic leadership and support unit, the post holder should identify opportunities to build links with other sectors and make these links practical and focused on field implementation.
Monitoring and evaluation
• Where security permits, the Director-FSL will make regular visits to field sites, to monitor and oversee food security and livelihoods program implementation and offer advice.
• Work with MEAL unit to develop tools and ideas to ensure that livelihoods programs are monitored against measurable and appropriate indicators.
• Support program assessments, evaluations and other reviews required in the program.

QUALIFICATIONS AND EXPERIENCE
• Post-graduate degree in enterprise development, agricultural development, veterinary sciences, biological sciences or other discipline relevant to urban/rural livelihoods
• Experience in advocacy at the level of Govt., communities, NGOs, and donor agencies. Strong understanding of relevant ministry and structure of line departments for National/ Provincial and District level advocacy with Govt.
• At least 5-10 years’ experience managing complex livelihoods programs at scale in Pakistan and preferably other countries
• Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
• Demonstrated experience managing complex operations in development and emergency situations
• Good understanding of livelihoods concepts and issues in a development context.
• 3-5 years experience of concurrently supervising multiple projects
• Excellent management and communications skills

• Ability to work independently to a high professional standard
• Sensitive to the cultural & political environment
• Fluent spoken & written English language
