TERMS OF REFERENCE (TORs) FOR
DRYLANDS FARMING EXPERTT 


The Intergovernmental Authority on Development (IGAD) has received funds from the African Development Bank (AfDB) which funds are to support the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and implement the IDDRSI Strategy.

The Secretariat intends to use part of the funds to recruit a Drylands Farming Expert  for purpose of building capacity and re-enforcing management of the IGAD Secretariat in implementing the IDDRSI Strategy.

Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti..

Contract period: The initial appointment will be for a period of twelve months (12) renewable subject to performance and availability of funds.

1.    Job Summary

The Dryland Agriculture Expert will assist the IGAD Secretariat in general and the IDDRSI Platform Coordination Unit in particular to effectively discharge their responsibilities. The specific duties and responsibilities of the Fisheries Expert are indicated below:-
2.    Description of Responsibilities

The Dryland Agriculture Expert will work on a dryland farming and range of technology and innovation related activities with a focus on dryland development activities.  Under the overall guidance of the  Director, AED, the Dryland Agricultural Expert will assist the IGAD with the implementation of the IDDRSI and other IGAD programmes, projects and initiatives. 

The Dryland Agriculture Expert is expected to perform the following tasks:

a.    Assist in the organization of capacity building activities in Dryland Agricultural activities or other dryland development related subjects (Design and implement Dryland development strategy and action plans for the key areas in the Region).
b.    Conduct site visits to programme areas in the ASALs in MS as required by the line managers
c.    Provide overall assistance to the Programme Officers in the incorporation of the dryland development strategy and action plan in their respective Programs Prepare periodic reports on the status of the project updating the line managers on the progress against the stated targets.
d.    To prepare ToRs for research studies on the dryland farming, support the   work of  consultants to carry out the studies, monitor and manage the consultancy contracts and finalize the study reports
e.    Perform any other duties which might be required by the Program  managers in relation to the dryland farming and related developments or any other agricultural related subjects.

3.    Competencies:

•    Understanding of the Dryland Agriculture and related dryalnd development issues
•    Display of cultural, gender, religion, race, nationality and age sensitivity and adaptability.
•    Demonstrate to analyze problems carefully and logically leading to fact-based and practical recommendations.

4.    Qualifications and experience:

•    A postgraduate degree in agriculture, range management, dryland management or related subjects.
•    Experience and knowledge with dryland farming procedures, especially water harvesting and irrigated agriculture.
•    Ten years of work experience as an agricultural, range management specialist or dryland farming consultant, preferably in an IGAD member state.
•    Good analytical and drafting skills are required.
•    Experience in range management and / or dryland agricultural research, dryaland farming or assistance to the farming communities in ASALs.
•    Experience in managing organic farming projects.
•    Preferably an IGAD MS citizen.
•    Fluent in English with a working knowledge of French.
