Food and Nutrition Security Expert


The Intergovernmental Authority on Development (IGAD) has received funds from the African Development Bank (AfDB) which funds are to support the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and implement the IDDRSI Strategy.

The Secretariat intends to use part of the funds to recruit a Food and Nutrition Expert for purpose of building capacity and re-enforcing management of the IGAD Secretariat in implementing the IDDRSI Strategy.

Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

1.    Job Summary and objectives to be achieved

1.    General Description of tasks and objectives to be achieved.
Food and Nutrition Security programme in the IDDRSI follows a holistic approach that covers a wide array of interventions such as support to policy development, vulnerability assessment and improvement of science based food safety systems including food safety legislation and building capacity of IGAD member states.
This position is responsible for assessment, response analysis, design and implementation of the food and Nutrition Security components of the IDDRISI. The incumbent in this position will need to coordinate with other sectors of IGAD and IDDRSI staff, especially nutrition, logistics, health and technical sectors, to ensure that a rapid, proportionate and effective implementation of food security and nutrition activities within IDDRSI is maintained. Depending on the situation, the expert may need to take a very active role in technical coordination, support and advocacy with specific IGAD member state Food Security and Nutrition Clusters, other stake holders and technical agencies relevant to the sector.

The Expert will undertake situation analysis including strengths and weaknesses of the existing food security and nutrition support systems, select priority issues, identify gaps requiring assistance and thereby suggest interventions / plan of actions with identification of potential partner organizations, who may be interested to collaborate with IGAD for necessary support on major food and nutrition issues.

2. Duties and Responsibilities 

In undertaking this assignment, the Expert will carry out but not limited to the following tasks:

i.    Review challenges and opportunities for successful implementation of programmes related to the elimination of hunger and under-nutrition in IGAD member states,  
ii.    Review prevailing laws, regulations and policies supporting planning and implementation of food security and nutrition development;
iii.    Periodically assess vulnerability conditions concerning food security and nutrition  in IGAD member states,
iv.    Design and develop appropriate surveillance, monitoring and evaluation systems for nutrition and or food security interventions,
v.    Assess the effects of market-related and other shocks on food security and nutrition development in IGAD member states,
vi.    Review the roles being played by key development partners (government agencies, UN, NGO / CSOs and donors) for food security and nutrition development (i.e. for promoting availability, accessibility and utilization of nutritious foods);
vii.    Assess information systems facilitating food security and nutrition development policies and programmes in IGAD member states;
viii.    Examine the role of women in nutrition development. Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision-making around nutrition and /or food security issues.
ix.    Examine and document food security and nutrition best practices in the IGAD region and beyond recommend measures for ensuring rights to adequate food and nutrition;
x.    Plan and implement program(s) in a phased and prioritised manner with full consultation and coordination with IGAD staff and other agencies both governmental and non-governmental.
xi.    Initiate/support the regular publication of an IGAD Food Security and Nutrition Situation Report.
xii.    Integrate M&E systems to support beneficiary accountability, donor reporting and IDDRSI protocols, performance metrics and organizational learning.
xiii.    Provide regular updates to IDDRSI platform coordinator and team members on progress, priorities and constraints.
xiv.    Represent IDDRSI/IGAD at governmental and non-governmental groups/platforms as needed and agreed with the IDDRSI platform coordinator.
xv.    Produce briefs, updates and reports on sectoral activities/strategies to donors and other stakeholders.

3. Minimum Qualifications and experiences 

(a) Essential requirements
•    Post-graduate degree in Nutrition, food security, Agriculture Development or relevant related fields, with at least 10 years of experience in the field of agricultural policy analysis, food security, planning and other related areas.
•    Practical experience in the food safety-nets, nutrition and/or food security sector applied in both development programming and emergency operations.
•    Fluency in English(b) Desirable requirements

The Expert must have a thorough understanding of:

o    Situation Analysis using the different tools used in the IGAD Region,
o    Understanding of food security programing and modalities in different IGAD member states,
o    IDDRSI’s specific Contingency Planning processes in relation to and Food and Nutrition Security,
o    Understanding of different aspects/tenets of Food and Security ,
•    Understanding of sector wide initiatives to improve M&E of interventions to address food security and severe and moderate acute malnutrition,
•    Ensure cross cutting food security and health issues related issues are regularly monitored across the IGAD Member states,
•    Communication Skills:
•    Knowledge and skills: knowledge of IGAD policies and IDDRSI procedures, proficiency in information management and computer skills.
•    Knowledge of French added advantage
