Duration: 1 year renewable for 3 years depending on performance and availability of funds
1.    General Description of task(s) and objectives to be achieved

The Platform Coordinator’s position is charged with the leadership and coordination of the IGAD Drought Disaster Resilience Platform which is central to the achievement of the objectives of the IDDRSI Strategy and its implementation through the Regional and Country Programming Papers and Action Plans. The Coordinator shall be in charge of the day to day management of the Platform and shall liaise closely with IGAD Centers and Programmes.

2.    Duties and Responsibilities

The Platform Coordinator is expected to perform the following functions:
i.    Leadership and Coordination of the Platform: provide strategic direction and oversight to the platform in  the various thematic areas under the platform, effectively mobilizing the staff to support the vision of the platform and ensuring success in the implementation of the IDDRSI and the decisions of the Platform Steering  Committee, the General Assembly and The Council as will be appropriate;
ii.    Champion the IDDRSI Strategy: Disseminate information and advocacy  to create awareness and increase commitment in the attributes of executing the objectives of  the IDDRSI strategy among the IGAD member states, the development partners and stakeholders in the region;
iii.    Linkages and Harmonization of National and Regional Initiatives: Ensure appropriate linkages and harmonization of the strategies, action plans and processes on drought resilience and sustainability in the region, ensuring consistency of Regional, and Country Programming Papers, implementation plans, Coordination Platforms and common monitoring and evaluation tools and procedures across the region;
iv.    Building & maintaining Strategic Partnerships: She/he will,  with the assistance of the Coordinator of Partners/Donor funding, facilitate the mapping of partners contributing to the drought resilience agenda, form alliances with them and rally them to effectively support the Regional Platform, national level coordination mechanisms, initiatives and processes relevant to the drought resilience initiative;
v.    Resource mobilization: work with the Executive Secretary to spear-head mobilization of resources (human, physical and financial) to address the identified priority interventions  at national and regional levels, rally members states and partners towards supporting common themes and priorities as per the IDDRSI strategy, as required  for meeting the needs and aspirations of the communities;
vi.    Effective Regional Knowledge Management, communication and outreach:  The Platform Coordinator shall, with the Assistance of the KM Expert, ensure that information that is relevant to coordination of activities in the drought resilience initiative in the region is collected, collated, analyzed and disseminated effectively, to foster an upward momentum and mobility in terms of quality of programming and resource utilization through evidence based information, best practices and lessons learnt in the implementation of the interventions at national and regional levels;
vii.    Facilitate Regional Capacity development and Learning: the Platform Coordinator will, with the assistance of the Capacity Building Expert, promote and facilitate coherence and effectiveness among research and capacity building centres of excellence in the region, member states and IGAD as appropriate. 

3.    Minimum Qualification and Experience

(a) Essential requirements
i.    Post graduate  degree in Drylands related fields or Development studies, socio-economics, biological or environmental sciences, agriculture, livestock, rural development, international relations and other related courses.
ii.    15 or more years experience in national, regional and international organizations programme leadership and coordination;
iii.    Working experience in the IGAD region member states in similar capacities a definite advantage;
iv.    Ability to mobilise and coordinate a wide range of partners is critical;
v.    Fluency in English    
(b) Desirable requirements
i.    Knowledge on resilience and issues in the IGAD Region;
ii.    Innovation and networking;
iii.    Good Communication and interpersonal skill;
iv.    A good knowledge of computer applications;
v.    Ability to prepare concise, timely, analytical and informative documentation.
vi.    Knowledge of French is an advantage
vii.    Studies of International Relations is an added advantage;
viii.    Working knowledge of French is an added advantange.
