Role:

The Response Team Leader (RTL) leads the Iraq Country Office humanitarian response to the Syrian refugee crisis. In collaboration with the Country Director and the Program Development and Quality Director, s/he is responsible to refine the response’s current program and also to design the response’s future programs/activities. S/he will oversee all of the Iraq CO response implementation/delivery in consultation and cooperation with the Program Operations Director and Security Director. Current/funded response activities include child protection (Child- and Youth-friendly Spaces and capacity-building for other NGOs re: child protection, resilience, referrals, etc.); non-formal education; NFI distribution for women and babies; basic hygiene/sanitation information-sharing; also youth livelihoods (Al Qaim). The RTL is res ponsible for significant representation with UN agencies, (other) donors, other NGOs, KRG officials, et al. S/he is also responsible for strong budget management. The RTL will shape and lead a growing KRG regional team, while monitoring the activities in a small Al Qaim program, to ensure an effective response to the refugee crisis in the area, supporting staff to increase impact and enable positive change for children. The role is based in Iraq (Kurdistan Regional Governorates (KRG) with travel to Baghdad and Anbar Governorate) and for 12 months.

Key areas of accountability:
Programme Support:

* Take full responsibility for oversight of Iraq emergency response in collaboration with the Country Director
* Work with the PDQ Director and CD to accelerate and refine strategic planning for the KRG region
* Work with the current team, including the Programs Ops Director, to ensure ongoing, strong action / work planning and moni toring to ensure an effective emergency response.
* Support the M&E and Reporting Manager to ensure project monitoring plans and systems are in place.
* Ensure strong accountability to beneficiaries
* Manage a number of grants (large and small; current value = $3 million), ensuring strict compliance of with SCI national and global standards, policies and procedures and with relevant donor regulations and requirements, SPHERE guidelines and the NGO code of conduct.
* Oversee development of 6-24 month master budgets for multiple sites
* Manage relevant staff to ensure submission of high quality, timely project/activities reports, particularly for donors per their requirements, but also for SCI as per regional/internal requirements.
* With the Iraq Safety and Security Director support best practice safety and security management for the emergency response program; ensure continuous monitoring of the safety and security situation as relevant t o program / activity implementation with maximum concern for staff and partner safety
* Ensure effective logistics systems / relationships are in place to procure, store and distribute stock, supplies and services for the timely delivery of project activities
* Plan identify and resource appropriate and effective structure & staffing needs for entire response with the support of the HR Manager (including ensuring that human resources policies are in accordance with national laws)
* With the Iraq HR Manager oversee implementation of staff wellbeing (policy) and R&R policies

Capacity Building:
* Ensure that capacity building plans and performance management systems are in place to develop and support the requisite competencies in staff to ensure ongoing sustainability and quality of response
* Manage/lead international staff to do their jobs while also coaching and mentoring national staff to link in to wider organisational talent development mechanisms.

Representation & Advocacy

* Represent the SCI emergency response in Iraq to donors, partners, the media and other humanitarians
* Help shape sector/theme strategies through influence of and leadership within inter-agency coordination forums, ensuring children’s rights and needs are being addressed
* Work with Iraqi/KRG colleagues to ensure effective communication with local Government partners, including ministerial line departments/managers and community representatives
* Guarantee that SCI policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunity, etc. are strictly followed

General:

* Comply with SCI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunity, etc.
* Help ensure the se curity, health and well being of staff;
* Manage protocols, policies and systems to reflect SC principles of equity and fairness

Qualifications and Experience:
Essential

* Leadership and management of a complex humanitarian/emergency response or of a fragile state development program
* Leadership, mentoring and management of a diverse team with many short-term expatriate members as well as host country nationals in large-scale emergency respons
* Ability to manage multi-donor, multi-site programs ($3M+) in a emergency response
* Knowledge of and successful work in multiple insecure environments
* Excellent representational skills with key stakeholders, and coordination with other NGOs/UN
* Proven support for and management of excellent M&E and beneficiary accountability systems
* Experience of developing and negotiating su ccessful partnerships with institutional donors
* Politically and culturally sensitive with qualities of patience, tact and diploma
* Education: Master’s degree in a relevant field or equivalent field experience
* Complete fluency in English (oral, written)
* Able/willing to be extremely flexible and accommodating in difficult and insecure work/living circumstances
* Commitment to the aims and principles of SCI, including understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable:
* Arabic language skills
