Overall Objective
Reporting to the Emergency Coordinator, the Water Supply, Sanitation, and Hygiene Promotion (WASH) Manager’s main objective is to lead DRC’s WASH projects in the Syrian emergency response. All activities are envisaged to take place in the Kurdistan Region of Iraq (KRI).
Background The Danish Refugee Council (DRC) has been present in Iraq since April 2003. Regionally, DRC is also present in Syria, Jordan, Turkey, Libya and Lebanon. DRC has been ranked as the No. 1 humanitarian organisation in The Global Journal´s Top 100 NGO’s ranking for 2013. The overall objective for DRC in the Kurdistan Region of Iraq is the assistance, protection and promotion of durable solutions to displacement affected populations. In March 2013, DRC started its assistance to Syrian refugees through Non Food Item (NFI) distributions through local partners. Since 15th August 2013, over 44,000 Syrian refugees have crossed the boarder into the Kurdish region. Make shift camps were set up to provide emergency relief. In partnership with UNICEF and other humanitarian actors, DRC is now implementing all WASH components in Qushtapa Camp in Erbil.
Overall responsibilities
• Overall day to day management of DRC’s WASH projects and direct manager for WASH staff members. This includes coaching, ensuring co-ordination between staff, in various geographical areas, recruiting, and developing staff. • Ensure the required resources are allocated to the program to permit an efficient and effective implementation of DRC WASH operations in the KRI. This will be undertaken in close cooperation with the Area Manager (AM) and relevant departments; such as Logistics, Finance-Administration, Human Resources and Safety Staff. • Write, supervise and endorse relevant financial and narrative reporting on all WASH related interventions in the KRI in coordination with other international staff. • Enhance the quality of WASH programming throughout the project cycle. • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements. • Contribute to the process of applying for funding and broadening the funding basis under the supervision of the Emergency Coordinator and Head of Programme. • Guided by the DRC Project Handbook and the Sphere Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthen efforts to document the impact of activities and DRC’s presence. • Provide linkages with WASH counterparts in other humanitarian organisations, local actors and within government structures. • Ensure DRC staff adheres to the DRC principles, Code of Conduct, Project and Operation Handbook
Internal relations
• Coordinate with EC and HoP on programme functions. • Coordinate with the AM on operational support and management areas.
External relations
• Maintain contact with relevant partners and donors to ensure a relevant and efficient emergency planning and response environment. • Take part, when relevant, in the regular information sharing and sector related working groups, in coordination with the EC and other sector coordinators. • Any other duties as agreed with by the DRC Senior Management Team.
Required qualifications
• At least 3 years of international practical experience in INGO, among which at least 2 years in complex emergency contexts. • Multi-year international experience in managing WASH programmes for vulnerable populations • Knowledge working in the Middle-East advantageous. • Ability to manage large, multi-cultural teams in a changing environment. • Extensive experience working with national partners, local/government authorities, and UN organisations. Experience with UNICEF advantageous. • Experience in project development and proposal writing. • Full proficiency in spoken and written English. Proficiency in Kurdish and/or Arabic is an advantage.

Conditions
Availability: Immediately
Duty station: Erbil, with trips to field offices in the KRI

Safety Environment
While the safety situation in broader Iraq remains volatile, safety in the KRI remains relatively secure. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The stability in the KRI allows for substantial freedom of movement. Nevertheless restrictions may be emplaced based on events that may develop rapidly.
