Team Leader, Expert in Policy Planning, Monitoring and Evaluation of Official Development Assistance

Key Expert 1 – Team Leader, Expert in Policy Planning, Monitoring and Evaluation of Official Development Assistance; for 430 days

 

Qualifications and skills:

A PhD degree in social sciences/development cooperation fields/public administration/international law; or a relevant directly related discipline

Ability to work in a multiethnic environment and manage a team of international and local staff

Ability to supervise and co-ordinate all technical aspects of a contract

Ability to ensure good communication and coordination with the Beneficiary, the Contracting Authority and other partners and stakeholders;

Strong Communication and Analytical Skills, excellent presentation, communication and reporting skills

A good working knowledge of written and spoken English.

General professional experience:

A minimum of 10 years of proven professional experience in the field of monitoring and evaluation of official development assistance (Ex Ante, Mid Term and Ex Post Evaluations)

Experience in dealing with senior government officials

Experience of EU practices in training and public administration

Demonstrated experience in line the Aid effectiveness agenda

Previous experience with EU-funded projects in the MENA Region (or in comparable economies) would be an advantage.

Specific professional experience:

·         At least 5 years of relevant knowledge of monitoring and evaluation frameworks and systems

·         Ability to develop and implement key performance indicators for official development assistance

·         Previous relevant experience in Public service reform (in the MENA region) would be an advantage

·         Experience as Team Leader in at least one EU-funded Technical Assistance project is considered an asset

·         A good working knowledge of written and spoken Arabic is considered an asset

Key Expert 2: expert in Institutional Capacity Building; for 200 days

Qualifications and Skills

·         A bachelor’s degree in public administration, political science or international economics or a relevant directly related discipline;

·         Strong Communication/Analytical Skills

·         Ability to work in a multiethnic environment

·         A good working knowledge of written and spoken English

General professional experience

A minimum of 10 years of proven professional experience in the field of Public Service reform and institutional capacity building

Experience in dealing with senior government officials

Evidenced Experience in dealing with development cooperation ministries

Previous experience with similar EU-funded projects in the MENA Region (or in comparable economies) would be advantage.

Specific professional experience:

At least 5 years of demonstrated experience in the development cooperation field including knowledge of the main paradigms of ODA; MDGs, Aid effectiveness agenda

Experience undertaking organizational review and upgrade in a governmental organization

Proven professional experience in elaborating training needs, institutional requirements and relevant job descriptions in the development cooperation field

Previous relevant experience in Public service reform (particularly in the MENA region) would be an advantage

A good working knowledge of written and spoken Arabic is considered an asset

Local expertise is considered an asset

 

Key Expert 3, expert in DOA Database Management; for 100 days

Qualifications and skills;

A bachelor’s degree in database set-up and management, content-management systems

Strong Communication and Analytical Skills

A good working knowledge of written and spoken English

General professional experience:

The expert should have a minimum of 10 years of proven professional experience in the field of database set-up and management

Previous experience with similar projects in the MENA Region (or in comparable economies) would be an advantage

Specific professional experience:

Experience in the development, handling and upgrading ODA database Systems for the purpose of decision support

Experience of at least two years with SQL language

Proven professional experience in coaching/consulting/advising IT concerned staff in handling the ODA database

Previous relevant experience in Public service reform (particularly in the MENA region) would be an advantage

A good working knowledge of Written and Spoken Arabic is considered an asset

 

Key Expert 4 – Expert in Policy Planning; 100 days

Qualifications and skills:

A bachelor’s degree in public administration, political science or international economics or a relevant directly related discipline;

Ability to work in a multiethnic environment;

Strong Communication and Analytical Skills

A good working knowledge of written and spoken English.

General professional e experience:

A minimum of 10 years of proven professional experience in the field of strategic planning, policy advice and ODA planning management

Experience in dealing with senior government officials

Experience of EU practices in public administration

Previous experience with EU-funded projects in the MENA region (or in comparable economies) would be an advantage

Special professional experience:

·         Relevant knowledge of policy planning strategic planning and analysis

·         Previous relevant experience in Public service reform (particularly on the MENA region) would be an advantage

·         A good working knowledge of written and spoken Arabic is considered as an asset.
