The Intergovernmental Authority on Development (IGAD) has received funds from the African Development Bank (AfDB) which funds are to support the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and implement the IDDRSI Strategy.
The Secretariat intends to use part of the funds to recruit a Water and Natural resource Expert for purpose of building capacity and re-enforcing management of the IGAD Secretariat in implementing the IDDRSI Strategy.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

  1. Job Summary and objectives to be achieved
The Water/Natural Resources Expert will assist effective natural resources management that boost member states’ economic development and provide additional revenue for national governments to finance service delivery and maintain stable ecosystem and biodiversity. The incumbent will endeavour to design ways through which the integrated natural resource management approaches in IGAD member states can be improved, within the context of the prevailing political and economic circumstances in each specific IGAD Member State. She/he is also expected to make recommendations on the policy and legislation governing the sustainable exploration, management and use of water/natural resources in Member States and link it with Natural Resource Management Component under IDDRSI.
  1. Core Duties and Responsibilities
The incumbent shall:
i. Undertake / promote integrated water / natural resources management in the region;
ii. Undertake harmonisation of member states policies and legal frameworks in sustainable management of water\and other natural resources;
iii. Under the guidance of the Program Manager Natural Resources she/he shall give support to the overall IGAD activities in natural resources and water management, in particular in enhancing drought resilience under IDDRSI;
iv. Liaise with PM, Environment Protection to undertake environmental assessments in IGAD member states and provide expert observations; gather and analyse relevant natural resources information; identify existing or potential environmental risks and natural resources; and provide recommendations for appropriate remediation measures;
v. Support CEWARN on mapping of resources based conflict in pastoral areas of IGAD member states and contribute to conflict resolution strategy,
vi. Support ICPALD to refine the IGAD regional map of underground and surface water for livestock and agriculture, including water harvesting and dry land irrigation
vii. Design, plan, manage, monitor, coordinate, train and provide strategic guidance to member state partners to maximize efficiency of national and regional partners for integration of water/natural resource management approaches in IGAD Member States;
viii. Prepare environmental assessment reports for presentation to the Regional platform to support and enhance regional natural resource management coordination;
ix. Through the Division of Agriculture and Environment update the Regional Platform Coordinator on the existing status of sustainable management of water and other natural resources in IGAD Member States;
x. Review and recommend practical strategic policy applications of knowledge learned from conventions, agreements, laws and regulations relating to water/natural resources and biodiversity conservation and their enforcement;
xi. Investigate other sectoral activities which are making or likely to make adverse impacts on the water/natural resources in inland and marine resources of IGAD member states;
xii. Increase knowledge and capacity within IGAD member states to implement and sustain natural resource and undertake organisational development activities necessary to support the implementation of water/natural resource management systems.
3. Minimum Qualification and Experience
(a) Essential requirements
1. Post-graduate degree in water engineering, water and irrigation, natural resource management, water management, Natural Resources related fields - Rangeland, ecology, biodiversity, forest and non-forest products or related fields,
2. At least 7 years of experience in the field of water and natural resources management in the IGAD Region.

· Ability to deliver timely and high quality results under tight deadlines.
· Coordination skills,
· Communication skills
· Knowledge of IGAD policies and procedures, proficiency in information management and computer skills.
· Fluency in English
· Knowledge of French is an advantage
· Adaptable to multicultural and multidisciplinary team of experts and willing to undertake intensive field works in the IGAD member states,
4. Tenure of Appointment: One (1) year renewable subject to performance and availability of
funds
