National Drought Resilience Platform Coordinator

The Intergovernmental Authority on Development (IGAD) has received funds from the African Development Bank (AfDB) which funds are to support the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and implement the IDDRSI Strategy. 

The Secretariat intends to use part of the funds to recruit National Platform coordinators for all IGADember States for purpose of building capacity and re-enforcing management of the IGAD Secretariat in implementing the IDDRSI Strategy. 

Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the capitals of IGAD Member States.

Duty Station / Location    In the state capitals of IGAD Member states namely Djibouti, Djibouti; Addis Ababa, Ethiopia; Nairobi, Kenya; Kampala, Uganda; Khartoum, Sudan; Juba, South Sudan; and Mogadishu, Somalia.

1.    General Description of task(s) and objectives to be achieved
The National Platform Coordinator’s position is charged with the leadership and coordination of the IGAD Drought Disaster Resilience Platform at the Member States country level and is central to the achievement of the objectives of the IDDRSI Strategy and its implementation. The National Coordinator shall be in charge of the day to day management of the National Platform and shall liaise closely with offices in the member states responsible for the implementation of the IDDRSI Strategy as well as IGAD Specialised Centers and Programmes.
2.    Duties and Responsibilities
The Platform National Coordinator is expected to deliver in the following areas:
1.    Leadership and National Coordination of the Platform: provide  national direction and oversight to the country IDDRSI platform and the various thematic areas under the platform.. Implement the decisions of the Platform Steering  Committee , the General Assembly and The Council at the national level as will be appropriate in liaison with the Regional Platform Coordination Unit;
2.    Champion the IDDRSI National Strategy: Disseminate information and advocacy to create awareness and generate commitment as  buy-in of the IDDRSI strategy at national level among the IGAD member states, the development partners and stakeholders in the respective countries of the  region;
3.    Linkages and Harmonization National and Regional Initiatives: Ensure appropriate linkages and harmonization of the strategies, action plans and processes on drought resilience in the countries. Ensuring consistency of Regional and Country Programming Papers (considering Cross Border issues), Implementation Plan and Coordination Platforms, Common Monitoring and Evaluation tools and procedures across the countries;
4.    Building & maintaining Strategic Partnerships: the National Coordinator is expected to facilitate the mapping of partners in the countries  contributing to the resilience agenda and form alliances with them.  Rallying them to effectively support the national Platform, national level coordination mechanisms, initiatives and processes relevant to resilience agenda thereby enhancing coordination;
5.    Resource mobilization: support and assist the Regional Resource Coordinator to  mobilize resources (human, physical and financial) to address the identified priority interventions  at national and regional levels, rally members states and partners towards common themes and priorities as per IDDRSI strategy, national priorities while meeting the needs and aspirations of the communitiesin the member states;
6.    Effective Regional Knowledge Management, communication and outreach:  The National  Coordinator shall ensure that information that is relevant to coordination of resilience initiatives  at the country level  are collected, collated, analyzed and disseminated effectively within the countries and theoroughout the region. This will foster an upward momentum and mobility in terms of quality of programming and resource utilization through evidence based information, best practices and lessons learnt on the implementation of the interventions at national and regional levels;
7.    Facilitate Regional Capacity development and Learning: the national platform coordinator will promote and facilitate coherence and effectiveness among research and capacity building centres of excellence in the respective countries , and the region at large  as per strategy.  
3.    Minimum Qualification and Experience
•    (a) Essential requirementsPost graduate  degree in Drylands related fields or Development studies, socio-economics, agriculture, livestock, rural development, international relations and other related courses. 
•    Studies of International Relations is an added advantage; 
•    Minimum of 7 years experience in national, rganizations programme leadership and coordination;
•    Fluency in English and a working knowledge of French is an added advantange.
•    (b) Desirable requirements Knowledge on resilience and issues in the IGAD Region;
•    Innovative and capacity of networking;
•    Ability to mobilise and coordinate a wide range of partners is critical;
•    Good Communication and interpersonal skill;
•    A good knowledge of computer applications;
•    Ability to prepare concise, timely, analytical and informative documentation.
•    Knowledge of French is an advantage
