  1. Background and Objectives of the Consultancy
For over 30 years, in more than 90 countries, IntraHealth International, Inc. has empowered health workers to better serve communities in need. IntraHealth fosters local solutions to health care challenges by improving health worker performance, strengthening health systems, harnessing technology, and leveraging partnerships. In collaboration with governments, nongovernmental organizations, and private-sector organizations around the world, IntraHealth champions the needs and contributions of health workers—from doctors and nurses to community health workers to health facility managers—and works to ensure they have the tools, supplies, information, training, and support they need to provide communities they serve with the best possible opportunity for health and well-being. IntraHealth’s staff has expertise in: • eHealth and mHealth solutions • Family planning and reproductive health • Gender equality • Health worker training and performance • HIV/AIDS and tuberculosis prevention, treatment and care • Malaria prevention and treatment • Maternal, newborn and child health
IntraHealth is seeking qualified gender equality consultants to contribute to improved policy, training, and programming, based on current and international good practice and lessons learned in the following four areas:
1) Advancing equal access to gender-responsive health, education and social services 2) Increasing women’s voice in decision-making, leadership, and peace-building 3) Empowering women economically and improving their livelihood security; and 4) Ending violence against women and girls at home, at work, in their communities, and in disaster and conflict situations.
  1. Scope of Work for the Expert in Gender Equality
Depending on need, the consultant will be responsible for the following:
• Provide strategic in-depth quality advice to country and sectoral programs in line with international good practice • Assist in the development, implementation, and integration of gender equality strategies, action plans, and policies • Conduct research on gender issues in specific country contexts • Participate in program design and M&E processes with a focus on gender equality • Develop training and behavior change communications materials in one of the four areas mentioned above • Provide input on gender-related work; and/or • Carry out gender analyses, audits and gender assessments for country and sectoral programs.
  1. Deliverables and Reports
The Consultant will be responsible for reports, training materials, analyses, or strategies, depending on the assignment.
  1. Qualifications and Experience
The Senior-level gender consultant should have the following qualifications: • An advanced degree in women’s/gender studies, public health, education or the social sciences, with a minimum of 10 years promoting gender equality and women’s empowerment in policies and programs • Outstanding theoretical base in an area related to gender equality/women’s empowerment, with ability to conceptualize, design and implement major projects and to produce complex reports or studies; demonstrated intellectual leadership in gender equality/women’s empowerment ability to lead multidisciplinary teams of professionals, and ability to coach and mentor more junior staff • Overseas experience working in low resource settings • Familiarity with international and regional conventions related to gender equality, women’s rights and gender- based violence • Ability to coordinate the contributions of other specialists to complete a joint project; • Ability to translate theory into practice, with strong practical experience with and track record related to gender-based violence and the psychological, social, economic empowerment of women; experience developing performance-based curricula and protocols related to gender-based violence (i.e., sexual assault, intimate partner violence, child sexual abuse, disrespect/abuse in maternity and other health care) • Skill in designing, organizing and conducting gender/GBV training • Behavior change and community mobilization targeting gender equality, women’s empowerment and GBV prevention • Gender analysis and integration; and • Excellent oral and written communication skills in English • Desired qualifications include: Ability to work in a second language (e.g., Spanish or French); high level of computer literacy in Word, Excel and Power Point and Internet; ability to travel for up to three weeks.
  1. Timeline, Duration and Level of Effort
Timeline and duration:
• The timeline and duration of the Expert Gender Equality consultancy shall be from 1 week to 6 months from commencement of the effort.
Level of Effort:
• The contract for the Expert Gender Equality Consultant is expected to be for 7 to 75 working days during the period, unless otherwise agreed.
  1. Location and Travel
The consultant will be based domestically for distance technical assistance – (home-based), with travel to workshops and to countries. Additional travel is anticipated based on the needs identified for in-person technical assistance.
  1. Consultant Approval, Supervision and Reporting
All consultants must be approved by IntraHealth International and comply with IntraHealth and USAID rules and regulations. The consultant will submit monthly invoices including a brief activity report to IntraHealth.
The Expert Gender Equality Consultant will report to and be supervised by the Senior Team Leader Gender Equality and Health, or designee.

Interested and qualified candidates are asked to send their CV, a brief cover letter indicating in which of the four areas (s)he can provide gender consultant services, a work sample (e.g., gender or GBV-related report, publication, training module, policy, etc.) that demonstrates areas of expertise, and his/her daily rate by October 31, 2013 to Constance Newman at cnewman@intrahealth.org. Candidates with extensive experience in several countries and a second language are especially a strong asset. CVs that do not match the Knowledge and Expertise will not be considered.
