Country Director, Kyrgyzstan

Country Director, Kyrgyzstan

We are currently seeking a Country Director for our current USAID-funded Farmer-to-Farmer (F2F) program in Kyrgyzstan. The goals of the program are to generate rapid, sustained and broad-based economic growth in agriculture and to increase the American public’s understanding of international development issues and programs. The Kyrgyzstan Country Director will plan, develop and manage all aspects of the program, including liaising with donors and private sector groups to identify areas for additional capacity building and training of enterprises engaged in Kyrgyz agriculture. This position will be based in Bishkek.

Responsibilities:
Initiate contact with and provide appropriate guidance to host organizations and assess need for short-term technical assistance through volunteers.
Act as ACDI/VOCA’s F2F representative and primary contact for donors and agencies.
Develop strategies and priorities, assess results of work and make recommendations in accordance with ACDI/VOCA and donors’ strategic objectives. 
Recruit, develop and manage F2F in-country project staff.
Lead project reporting, public affairs and coordination activities for all of Kyrgyzstan.
Secure commitment to in-kind and/or cash contributions on the part of requesting organizations.
Monitor project budget to ensure that expenditures are within approved budget parameters. 

Qualifications:
Bachelor’s degree (B.A.) from four-year university in agriculture, agribusiness, business management, agricultural economics, international development or other relevant field required.
Minimum of eight years of relevant experience in agricultural and rural development required. 
Knowledge of PC-based word processing and spreadsheets required. 
Proven leadership and management skills.
Understanding of macro development issues and ability to develop strategic policy recommendations.
Fluency in English required (both writing and speaking).
