Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

Supporting several professionals in the Section, the Implementation Assistant carries out a variety of tasks to manage complex technical documentation required for the preparation and the finalization of safeguards verification activities and ensures that quality management measures are implemented.

Working Relationships

The Implementation Assistant provides and clarifies safeguards implementation information with staff at all levels in the Division. Information exchanged includes nuclear material accountancy data, seals and surveillance application and verification data, details of inspection and other verification activities according to safeguards agreements, Statements to Member States and inspection evaluation requests and results.

Functions / Key Results Expected

  • Ensure information is updated on inspection data such as briefing and debriefing notes and monitoring follow-up actions, including drafting, editing and filing of these documents and providing timely and relevant statistics.
  • Carry out quality control and dispatch of 90(a), 90(b) statements. Support the inspectors in the preparation of Inspection Documentation Packages (IDPs) and Design Information Verification Packages (DIVPs).
  • Collect and compile information to prepare initial drafts of the various major reports and documents for the section, including the consolidation of input to the Safeguards Implementation Report (SIR).
  • Manage the workflow for seals distribution to inspectors: collect seals from central repository, distribute and record seals to inspectors prior to verification activities, follow-up on verification results, review input, and monitor required data.
  • Identify, raise or recommend issues affecting efficient process delivery.
  • Act as team member providing back-up, guidance and support to other assistants as required and/or instructed by the Senior Inspector or Section Head.

Knowledge, Skills and Abilities

  • Familiarity with handling classified information an asset.
  • Good interpersonal skills combined with an ability to work in and adapt to a multicultural environment with sensitivity to and respect for diversity.
  • Good organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking while paying attention to detail.
  • Good drafting skills.
  • Computer skills: Good working knowledge of MS Office 2010 (Word, Excel, Outlook, PowerPoint), which is the IAEA's standard, and a demonstrated ability to learn how to use new software.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of five years of relevant working experience, preferably in an international environment.
  • Experience with database management.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Good command of written and spoken English essential. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
