Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA’s Major Programme 3, “Nuclear Safety and Security”, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause and for strengthening Member States’ preparedness for response.

Main purpose

The Emergency Preparedness Officer works under the supervision of the Emergency Preparedness Coordinator and is responsible for those aspects of the work relating to the development of Safety Standards in the area of preparedness and response to nuclear and radiological incidents and emergencies. He/she advises on emergency preparedness and response aspects, if they are covered, in any other Safety Standards.

Role

The Emergency Preparedness Officer is: a technical specialist, providing high-quality professional inputs for the development of Safety Standards in the area of preparedness and response to nuclear and radiological incidents and emergencies, as well as for the development of associated guidelines and technical tools; an analyst, evaluating feedback from their application; and a trainer, lecturing at courses and workshops and representing the IAEA at topical seminars and workshops.

Partnerships

The Emergency Preparedness Officer cooperates with relevant staff and experts within the IAEA to ensure that Safety Standards in the area of preparedness for response to nuclear and radiological incidents and emergencies are developed efficiently. He/she also has close interaction with Member States and national counterparts in emergency preparedness programmes in terms of advising on implementation of relevant Safety Standards to contribute to the harmonization of national programmes and criteria for protective actions.

Functions / Key Results Expected

  • Develop Safety Standards, guidelines and technical tools in preparedness and response to nuclear and radiological incidents and emergencies.
  • Provide for the application of these standards, guidelines and technical tools by conducting training courses and workshops.
  • Contribute to the development of Safety Standards and guidelines in various fields of nuclear safety and security through the inclusion of relevant parts on emergency preparedness and response, as required.
  • Provide technical inputs and background information required for the organization of workshops, training courses and exercises related to emergency preparedness and response, such as training materials, exercise scenarios, etc.
  • Analyse feedback from the implementation of IAEA standards, guidance and tools, and leverage these inputs with a view to harmonizing programmes for enhancing emergency preparedness and response and, in particular, harmonizing national programmes and criteria for protective actions in case of emergency.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

Knowledge, Skills and Abilities

  • Knowledge and experience of different aspects of emergency preparedness for response.
  • Good knowledge of the IAEA Safety Standards in the area of emergency preparedness and response.
  • Familiarity with the IAEA's role in preparedness and response to incidents and emergencies.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Excellent interpersonal and communication skills and the ability to operate effectively across organizational boundaries and establish and maintain effective partnerships.
  • Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint).
  • Proven ability to write and edit documents in English, as well as to make oral presentations.

Education, Experience and Language Skills

  • University degree in physics or radiation protection.
  • Minimum of five years of relevant experience in incident and emergency preparedness and response.
  • Experience in the development and application of international standards, guidelines and tools in incident and emergency preparedness at national and international levels.
  • Proficiency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $35 618*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
