Technical Assistance Coordinator

Crown Agents USA, Inc. (CA-USA) is seeking a Technical Assistance Coordinator for the Supply Chain Management System (SCMC) Project in our Arlington, VA office.

The Partnership for Supply Chain Management (PFSCM) brings together 13 private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 800 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders.
In addition, PFSCM implements other supply chain management projects with other client/donors.
Role & Responsibilities
The Technical Assistance Coordinator (TAC) works under the supervision of the Technical Director for Systems Strengthening to ensure that timely and high quality tracking of technical assistance is provided to SCMS country programs and that related contractual and project requirements are met, including reporting on progress in systems strengthening. In fulfilling this responsibility the TAC provides support to the Technical Assistance Program Officer, Technical Advisors and Technical Director in the Systems Strengthening Unit and the country program support teams at the Project Management Office (PMO).
Specific Responsibilities
• Support consolidation and maintenance of travel databases that tracks all project related Short Term Technical Assistance (STTA), management, and other related travel to enable comprehensive reporting and process break down identification. • Support development and maintenance of skills and experience matrix of potential STTA providers including field office staff (south/south), PMO based project staff, employees of PFSCM subcontractors who can be available to provide STTA, as well as independent consultants, who could be contracted for STTA through one of the PFSCM subcontractors. • Provide ad hoc support to the Principle Advisors to help them achieve their strategic PMO related ACF funded activities. • Provide data processing support for the National Supply Chain Assessment upon receipt at the PMO from implementing countries. • Participate in the Systems Strengthening Unit regular meetings. • Support the implementation of TA policies and procedures, reporting and documentation requirements as outlined in the Standard Operating Procedures. • Ensure that the documents uploaded into the Systems Strengthening Unit folders on Knowledge Tree follow the naming convention and process established by Field Program Support.
Qualifications
• Bachelor’s degree or equivalent work experience plus experience working in the field of international health, HIV/AIDS, supply chain management, health logistics, or international development. • Experience working with or backstopping/supporting programs related to international development, especially USAID-funded desirable. • Excellent organization and communications skills; with attention to detail. • Excellent written and verbal English language skills. French, Portuguese, Spanish or Vietnamese a plus. • Experience writing and editing for various publications types. A writing sample will be required for consideration. • Overseas work experience, especially in developing countries would be an advantage, but is not essential. • Knowledge of major global health stakeholders; where and how they operate such as the Global Fund, World Bank, Clinton Foundation and PEPFAR would be beneficial. • Strong organizational and analytic skills. • Experience with work planning and budgeting desirable. • Strong interpersonal and presentation skills. • Ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work. • Excellent skills with Microsoft Office software, specifically Word, Excel, Access and Project are essential. • A proven ability to work as a part of a team, but self-managing of own time. • Willingness and ability to travel internationally and domestically, as needed.
