Project Description:
 
FHI 360’s Civil Society and Peacebuilding Department is currently seeking a Capacity Building and Grants Administration Specialist for an anticipated USAID-funded program to foster inter-ethnic cooperation in Kosovo. The objectives of the program are as follows:
 
Objective 1: Improve autonomous, horizontal communication between: (a) Kosovo Albanian and non-majority communities; and (b) the GoK and non-majority communities;
Objective 2: Improve economic opportunities in target municipalities;
Objective 3: Increase the efficiency and capacity of target municipal administrations to respond to the needs of all their citizens;
Objective 4: Build the capacity of host country organizations by leveraging local, cross-ethnic leadership to implement program objectives 1, 2 and 3.
 
Position Description:
 
The Capacity Building and Grants Administration Specialist will lead the design and implementation of activities under the program’s Objective 4. The aim of this objective is to build the capacity of Local Consortium implementing a three year USAID award to administer up to $5 million in sub-grants for the Advancing Kosovo Together project. The specialist will be responsible for working closely with the local consortium to improve its internal operational systems and processes, technical capacity, managerial, and financial management capabilities for managing USAID awards. The Consortium will be issuing and managing sub-awards to local businesses, CSOs, and CBOs aimed at achieving the program objectives 1, 2, and 3 of the AKT project.
 
Major Duties/Responsibilities:
  • Oversee the design and implementation of organizational capacity assessments for the local Consortium;
  • Based on the assessments, develop and implement appropriate capacity building solutions;
  • Throughout the program’s life, monitor and report on the Consortium’s progress on achieving organizational capacity development benchmarks; Identify potential weaknesses and make necessary adjustments to close gaps.
  • Ensure appropriate mix and balance of training, TA, coaching, mentoring, and information sharing;
  • Provide technical support to staff and local partners in ensuring capacity building activities are promoting best practices as appropriate to the needs of the Consortium organizations.
  • Provide guidance to the Consortium on establishing and implementing USAID compliant sub-granting systems and procedures. Ensure that sub-award solicitations are compliant with USAID rules and regulations, are technically sound, and meet the AKT project’s  objectives.
 
Minimal Requirements:
 
  • Bachelor’s degree in international affairs, international development, public administration or a related field; Master’s preferred;
  • Minimum 8 years of experience providing capacity-building support through training, consultations and other mechanisms to civil society organizations with varying levels of organizational capacity;
  • Proven project management skills including project development, monitoring and evaluation and report writing;
  • Experience working in/with the Kosovo civil society organizations preferred;
  • Extensive experience as a Trainer/Facilitator using participatory approaches;
  • Experience managing USAID projects with sub-grants components strongly preferred;
  • Knowledge of USAID rules and regulations required;
  • Excellent spoken and written communication skills in English;
  • Fluency in Serbian and/or Albanian a plus.
