Senior Technical Advisor, GGMS in Kathmandu, Nepal

Position Description:
USAID/Nepal’s Ghar Ghar Maa Swasthya (GGMS), or “Healthy Homes”, project seeks to assist the Government of Nepal (GON) to expand the depth, reach, and impact of the private sector in social marketing for family planning (FP), maternal and child health (MCH), and HIV/AIDS prevention.  GGMS is comprised of two components.  A social marketing implementation component provides funding to the Nepal CRS Company (CRS) to achieve increased self-sustainability for performance of high quality social marketing activities and will focus on rural, hard to reach areas.  The second component provides funding to FHI360 to provide technical assistance (TA) to assist CRS in achieving increased self-sustainability and management capacity and to plan and design behavior change communication activities for other USAID projects, as directed by USAID/Nepal. 
Key GGMS program outcomes include:
1.    Increased sales of quality family planning services and selected maternal and child health services in rural and hard to reach areas
2.    Increased sales of HIV/AIDS/STI prevention measures and treatment services in designated “hot zones”
3.    Increased profit from sale of selected public health commodities
4.    Selected strategic behaviors are changed with regard to the public health issues addressed with CRS products.
Position Summary:  The Senior Technical Advisor will play a pivotal role in ensuring this project significantly contributes to the Government of Nepal’s efforts in HIV prevention, improved maternal and child health and nutrition, and family planning and reproductive health. S/he will be responsible for overseeing program activities, including marketing planning, health product promotion, social franchising, capacity building, behavior change communication, and research programs. In addition, the selected individual will serve as acting Chief of Party when the project’s Chief of Party is out of station.
The Senior Technical Advisor, GGMS will:
  • Act as primary point person for providing technical assistance to Nepal CRS Company for all activities related to marketing of its products and services, program expansion through social franchising and behavior change communication (BCC)
  • Provide technical assistance to Nepal CRS Company to formulate/strengthen its marketing strategy and develop effective BCC activities in alignment with the strategy  
  • Assist Nepal CRS Company to identify capacity building TA needs in strategic marketing and product marketing areas to help it advance towards self-sustainability
  • Design and implement, with support from FHI360 (and non-FHI360) resource personnel, capacity-building programs in the areas of behavior change communication
  • Manage consultants to ensure timely submission of deliverables of expected quality
  • Oversee the implementation of marketing and behavior change communication programs
  • Oversee the research activities of FHI360/GGMS
  • Have overall responsibility for the management and development of GGMS’s reporting requirements and performance-based monitoring system
  • Co-ordinate with concerned departments (e.g. DOH, DDA etc.) of Government of Nepal (GON) to facilitate working in specific BCC activities
  • Serve as acting Chief of Party and as alternate point person for the USAID COR for GGMS. 
  • Provide leadership to the GGMS project staff and directly supervise technical staff
Minimal Requirements:
  • Master’s degree (marketing, management, development, business or related field)
  • At least 10 years working experience in a senior position in areas of marketing management, social marketing, institutional development or behavior change communication projects
  • Experience with managing institutional capacity-building programs and providing organizational mentoring
  • Experience in designing and implementing marketing campaigns in developing countries
  • Strong leadership, interpersonal, supervisory, and organizational skills
  • Excellent writing, editorial, oral presentation, and communication skills
  • Excellent command of written and spoken English and Nepali languages
  • Experience in group facilitation skill is highly desirable
  • Experience in working with USAID projects is highly desirable
