Health Specialist (TB & Malaria), P-4, Pyongyang, D.P.R. of Korea
Purpose of the Position
Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the TB and Malaria sub-component of health programme component of the country programme. As head of the programme, lead and supervise a group of professional and support staff to develop and administer the sub-sectoral programme with a view to integrating gender equality and equity. To note: Due to the high influx of OR funds from GFATM to this specific programme sub-component as UNICEF is designated as Principal Recipient and to ensure the efficient management of the grant funds, a specific TB and Malaria section is established under the direct supervision of the Deputy Representative and the overall guidance of the Representative.
Key Expected Results
- Timely, regular TB-Malaria data-driven analysis with consistent integration of sex-disaggregated data for effective prioritization, programme planning, development and results-based management.
- Technical leadership, guidance and coordination provided to key government and non-government partners, including Country Coordinating Mechanism (CCM), on national policies, strategies, processes ,and programs related to TB and Malaria, including emergency preparedness and response (upstream activities).
- Technical and operational leadership, guidance and coordination provided to key government and non-government partners, including Country Coordinating Mechanism (CCM) and Sub Recipient, on TB with first line and second line treatment and Malaria interventions including the elaboration and implementation of detailed sectoral work-plans and budgets (downstream activities).
- Technical and operational leadership, guidance and coordination provided for the delivery of essential interventions for prevention and control of Malaria and TB with special focus on vulnerable groups, including women and children.
- Programme planning, monitoring, evaluation and reporting carried out in a timely manner, efficiently, rigorously and transparently in compliance with the established guidelines and procedures,
- Government and sub-recipients accountable for UNICEF supply, non-supply and financial assistance.
- Effective knowledge management through a) documentation and dissemination of lessons learned, b) development and implementation of appropriate capacity building strategies, c) technical leadership, guidance and coordination of operational research.
- Integration of rights-based approaches and humanitarian principles in TB/Malaria programme.
- UNICEF`s global goals and Health-related MDGs effectively promoted through advocacy and policy dialogue in the Health sector.
- Effective communication, networking and leveraging achieved through partnership and collaboration with government, UN and non-government partners.
- Effective communication and collaboration with other sectoral programmes (maternal and child health, WASH, nutrition) achieved
Qualifications of Successful Candidate
- Advanced university degree in one of the disciplines relevant to the following areas: Medicine, Public Health, Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, or a field relevant to international development assistance in Health.
- Eight years of relevant professional work experience at the national and international levels. Field work experience. Experience in programme/project/grant management and preferably of GFATM funded grants or projects, and at least five (5) years` experience in the field of Tuberculosis project control, and resource mobilization. A focus and demonstrated ability to administer budgets/resources/people, including 2 or more years of experience working in the UN or other international development organization an asset. Background/familiarity with Emergency and gender mainstreaming. Experience in MDR is preferable.
- Fluency in English and another UN working language. Competencies of Successful Candidate
