The role 

The Transport Sector Support Program (TSSP) in Vanuatu is an Australian Government Aid initiative working with the Public Works Department (PWD) to maintain rural roads with a view to increasing access to social services and stimulating economic development.  SMEC International Pty Ltd is the managing contractor currently implementing Phase 2 of the Program and is seeking a qualified Road Maintenance Engineer.
As the Road Maintenance Engineer your key role would be to work with the divisional Public Works Office to implement the Phase 2 annual work plan of road reconstruction and maintenance activities. Key duties and responsibilities would include:
  • Assisting  PWD to design, budget, contract, supervise and administer the  road improvement work plan
  • Assist PWD with regular monitoring and reporting on the progress and performance of the implementation of the road improvement work plan
  • Supporting and mentoring relevant PWD Divisional Staff
  • Mentoring and providing guidance, where appropriate, to small scale contractors and consultants partnering with PWD to facilitate the delivery of program objectives
  • Promoting and advocating the mainstreaming of relevant cross cutting issues into delivery of work road improvement activities
  • Providing input to the development and implementation of the PWD's reformation plans
  • Contributing to reporting and other aspects of phase 2 management as required.
Suitable applicants will have/be:
  • Tertiary qualifications in a relevant area such as civil engineering;
  • Experience in planning, managing and/or advising on infrastructure maintenance and/or development in developing countries, preferably with a focus on rural road engineering;
  • Willingness to live and work on an outer island of Vanuatu and experience living in remote areas
  • Experience in implementing operational policies for the road transport sector;
  • Experience in transferring skills, change management and strengthening institutional capacity;
  • Experience working in a culturally diverse environment and a demonstrated ability to work in a culturally sensitive and consultative manner;
  • Experience writing clear and concise reports, delivering presentations and monitoring progress in a development context; and
  • Experience working in a South Pacific context would be highly desirable
