Field Coordinator – Tripoli

MISSION
As the Syria Crisis is in its fourth year, humanitarian needs inside Syria and in neighboring countries continue to rise.
Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy, and with more than 1, 00,000 refugees registered with UNHCR, one out of five residents in the country is now a refugee. An extremely fast growing pace has been observed in 2013, with 150,000 registered refugees in January 2013, and 850,000 at the end of December 2013. While new arrivals have slowed down, populations' projections estimate that Lebanon will host 1.5 million Syrian refugees by the end of 2014.
In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SI has launched in March 2013 its operations in North Lebanon, in the two districts of Minieh-Denieh and Zgharta.
Responding to the most essential needs of the populations affected by the Syrian crisis, SOLIDARITES INTERNATIONAL intends to improve their living conditions and enhance their livelihood.
Thus, with support from ECHO and UNICEF, SIs intervention aims at providing immediate assistance to newcomers in their transition to the refugee status, to improve the living conditions of refugees in dwellings not matching the basic standards for a safer environment through WASH and shelter interventions and to support the most vulnerable refugee population who faces financial barriers to cover its basic needs in Tripoli and its 5 surrounding districts.
Objective of the mission:
  • The Field Coordinator will be in charge of the quality, relevance and accountability mainstreamed in all the programs implemented by SI together with the proper dimensioning of the required resources.
  • From July, he/she will accompany and support the development of cash transfer programming in Tripoli area while continuing to uphold the high quality of SI WASH, Shelter and Newcomers assistance.
  • He/She will provide in-depth analysis on the humanitarian context and on SI approaches in order to inform the management of the programs and the development of a 2015 strategy.
  • He/She will reinforce the local networks for security management purposes.
PROFILE:
Education:
Bachelor’s degree or higher in Project Management, political science or international development. Work experience in these fields may substitute for formal education.
Experience:
  • Minimum 3 years’ experience with INGO specialized in humanitarian assistance
  • Significant previous experience in Program and HR management
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response
  • Previous experience with SI desirable
Technical skills and knowledge:
  • Excellent diplomacy and representation skills
  • Capacity to provide leadership and be a unifying force
  • Ability to write clear and well-argued proposals and reports
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Knowledge of SI’s rules, tools and procedures
  • Strong management and training/capacity-building skills, with the ability to delegate
  • Ability to take the initiative with solid organizational and communication skills
  • Strong interpersonal skills: Ability to maintain good relationships both internal and external to SI
  • Stress management skills: Ability to work under pressure to meet tight deadlines, with peaks of heavy workloads and to prioritize
  • Adaptability to changing work environment and possible volatile security situation
  • Very comfortable with standard office software
Transferable skills:
  • Respect of hierarchy
  • Respect of security rules
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD)
Languages:
  • Fluent English: excellent speaking, reading and writing skills
  • Arabic is desirable
  • French is an asset
Other:

CONDITIONS :
Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 750 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
