Context:
Under the supervision of the Director of the Migration Health Division (MHD) with additional guidance and in coordination with the Director of the Department of Operations and Emergencies (DOE), main responsibilities of the Migration Health Emergency Operations Officer (MHEOO) are to oversee, support and coordinate the Organization’s health response related to migration crisis and other emergency situations globally.
Core Functions / Responsibilities:
- Lead the Migration Health Assistance for Crisis Affected Populations Unit and in developing Health Support programmes as one of the Sectors of Assistance of the IOM Migration Crisis Operational Framework (MCOF).
- In close coordination and collaboration with the Department of Operations and Emergencies (DOE) in Geneva, particularly the Preparedness and Response Division (PRD) and Transition and Recovery Division (TRD).
i. Act as focal point on migration health emergency response by interacting and liaising with other Departments and Divisions at Headquarters, regional and country offices to integrate health responses into emergency and post crisis programming; where required, be deployed as part of the rapid response team in Level 3 emergencies.
ii. Engage and support IOM in its role as the global Camp Coordination Camp Management (CCCM) Cluster co-lead in natural disasters by addressing public health dimensions of displacement and population movement using tools such as the Displacement Tracking Matrix (DTM), etc.
iii. Review, endorse and provide technical assistance to country and regional offices in preparing health and multi-sector proposals for submission to donors and/or inclusion into rapid response funding mechanisms such as CERF, Flash Appeal, Consolidated Appeal among others in coordination with DOE and Donor Relations Division (DRD).
iv. Contribute to periodic donor reports and technical updates of all emergency health related activities and document/disseminate best practice materials in close coordination with regional and country offices, DOE, MHD and DRD in Geneva.
v. Lead the development and implementation of training modules for the Health Support sector of assistance within the MCOF.
- Represent IOM in events and meetings related to the Global Health Cluster, Camp Coordination Camp Management (CCCM) and WASH Clusters; coordinate and liaise with major UN agencies such as WHO, UNHCR, UNFPA among others, NGOs, academic institutions and donors involved in health response in crisis events.
- Support country offices in setting up and/or running of emergency health response programming and ensure harmonized implementation of activities that are delivered within the frameworks of international and national health response strategies as well as that of the 2008 World Health Assembly (WHA61.17) Resolution on the Health of Migrants.
- Guide regional and country offices in overseeing resource deployment, activation, implementation, reporting to partners and donors and evaluation of health related programs.
- Develop guidance notes and compile a compendium of effective practices and lessons learned from previous emergencies.
- Maintain emergency health staff roster in collaboration with DOE, MHD and Human Resources databases.
- Coordinate with the IOM Mental Health, Psychosocial Response and Intercultural Communications Section eventual mental health and psychosocial activities complementing health activities within the health sector.
- Assist in identifying, designing and facilitating research activities as appropriate and feasible.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
• Master’s degree in Medicine from an accredited academic institution. Specialization in Public Health and Clinical Medicine are preferred;
Experience
• Five years relevant work experience (or seven years for candidates with first level university degree) in clinical medicine, operations and field experience in migration health, crisis and displacement health related issues, travel health assistance. • Experience in communicable and non-communicable disease control among migrants, internally displaced persons in an international organization as well as experience in administering medical evacuations an advantage;
• Candidates with knowledge in humanitarian assistance and UN/IASC cluster system as well as knowledge in IOM project development management and resource mobilization an advantage.

Languages
Fluency in English is required. Working knowledge of French and/or one of the regional languages an advantage.
