Program officer citizenship and diversity

PAX, based in Utrecht, the Netherlands, is the leading Dutch peace-building & conflict-transformation NGO. PAX is looking for temporary reinforcement (until 31-12-2015) of its Middle-East team by a
program officer citizenship and diversity (0,8 FTE)
The program officer is based at PAX headquarters in Utrecht, working within a team with colleagues based in Utrecht, Amman and Baghdad.
The core of PAX work on citizenship and diversity in the Middle-East is the Kullina Muwatinun ("We are all citizens") program, developed by PAX and its partners in Iraq and Syria to promote citizenship and prevent sectarian tensions and violence. The program is funded by the Ministry of Foreign Affairs in the Netherlands and the European Union. The program officer Citizenship and Diversity reports to the senior program officer (SPO) Iraq and supports the SPO in the overall management of the "Kulluna Muwatinun" program in Iraq, by maintaining close contact with the field-based Kulluna Muwatinun program-coordinator - responsible for the daily management - and by providing a link between various departments in the head office (financial, communications and the fundraising department), the field offices in Amman and Baghdad. In addition, the program officer contributes to PAX's strategy- and program development for the Middle East in general and in the area of citizenship and diversity in particular.
Tasks en responsibilities
  1. Overall management of the Kulluna Muwatinun programme in Iraq
By delegation of the senior programme officer: overall management of the Kulluna Muwatinun programme in Iraq, in accordance with internal and external (donor) guidelines and regulations and in close cooperation with the program coordinator (based in Amman), local staff in Iraq and supporting departments at the head office (financial, communication and fundraising departments).
This entails amongst others:
  • Ensuring timely and adequate narrative and financial reporting on the programme's progress;
  • Contributing to (the organisation of) program-activities such as research, seminars, lobby and advocacy in Europe;
  • In close coordination with the program-coordinator and the Communication department: ensuring further development and strengthening of Kulluna Muwatinun's communication-strategy, including the two-monthly newsletter, the Facebook-page and a Kulluna Muwatinun website (to be developed)
  1. Contribution to PAX's strategy- and program-development for the Middle-East
  • Contribute to PAX's expertise-, strategy- and program-development as well as funding-acquisition in the area of citizenship, sectarianism and diversity in the Middle East
  • In addition, contribute to PAX's overall expertise-, strategy- and program-development for the Middle-East
Requirements
  • Academic MA degree, preferably in a relevant field such as conflict studies, Middle Eastern studies, international relations, politics, law
  • Project management skills, including at least 2 years relevant professional experience in a conflict setting for a local or international non-profit organisation
  • Deep understanding of the concept of citizenship, diversity and the issue of sectarianism; open and tolerant attitude towards others
  • Up-to-date and deep knowledge of the situation in Iraq and the wider Middle East, knowledge of religious movements and interfaith dialogue processes in the region is an added bonus
  • Able to work independently and responsibly under pressure, as well as a team player
  • Fluency in English, including excellent writing skills; adequate command of Dutch and (at least) working knowledge of Arabic
  • Good communication skills
  • Capacity and willingness to travel to Iraq and the wider Middle East
  • Affinity with the working fields of Pax
