(Senior) Financial Policy Officer

The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI) in the Coordination and Financial Policies Division (COORD POL), at its headquarters in Luxembourg, a (Senior) Financial Policy Officer.
Appointment will be made on the basis of a fixed term contract of 4 years.

Purpose

To drive the establishment, development and revision of policies and business strategies related to the Directorate’s activities by providing advice and financial research and analysis with regards to regulatory developments, in co-operation across FI departments and with frequent interaction both within the EIB and with relevant supervisory and regulatory authorities.

Operating Network

The candidate will report to and will work in close co-operation with the Head of Division, and will have interaction across FI Departments, as well as other business lines within the Bank, such as Front Office Lending, Risk Management, Legal Department and Financial Control. S/he will maintain a network of external contacts with the European Commission (EC), Regulatory/supervisory authorities, International Financial Institutions and other Multilateral Banks.

Accountabilities

  • Actively drive the development of the Bank’s Financial Policy guidelines;
  • Monitor regulatory developments impacting the Bank in general and FI in particular, including EU 
proposed or adopted legislation, EU level-2 implementation measures and level-3 guidance set by relevant European Supervisory Authorities, international guidelines and regulatory sources in relevant markets for the Bank, including the US;
  • Analyse and advise on the consequences of such regulatory developments for the Bank and FI, in collaboration with other services; draft different notes on regulatory developments; and prepare briefings on financial policies for FI management;
  • Coordinate and/or contribute to the drafting of FI opinions on new EIB activities or improvements to existing activities;
  • Contribute to the annual review of FI’s compliance with Best Banking Practices;
  • Develop and/or update official financial policy documents;
  • Build consensus on possible courses of action vis-à-vis key stakeholders;
  • Deliver recommendations and/or propose new financial policies;
  • Collaborate with the Head of Division to define and implement new policy initiatives;
  • In cooperation with FI departments concerned, develop new and/or update existing methodologies for 
analysing, monitoring performance and reporting on key financial areas;
  • Monitor and analyse the work of relevant Financial institutions in financial policy areas, with a particular 
focus on the implications for the Bank’s financial activities;
  • Co-ordinate regular meetings of the Regulatory Committee (REGCOM) and update REGCOM members 
on regulatory developments;
  • Maintain relationships with key stakeholders at European institutions;
  • Develop constructive working relations within the Finance Directorate in order to ensure effective internal 
co-operation and communication;
  • Represent the finance directorate in inter-directorates working groups.

Qualifications

  • University degree, preferably in Finance, Economics, Business Administration or Law;
  • At least 5 years of relevant professional experience acquired preferably in a major financial institution, a 
central bank, a (banking) supervisory authority or a major international organisation;
  • Good knowledge of capital markets and treasury activities from both an operational and a strategic point 
of view;
  • Quantitative and financial modelling skills, experience with Reuters/Bloomberg is an advantage;
  • Good knowledge of the Bank’s mission, financial and lending activities;
  • Good knowledge of accounting principles is an advantage;
  • Excellent knowledge of English and/or French and a good command of the other (*). Knowledge of 
another EU language would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
