Specialist Capacity Building on Influencing
32 hours a week

Purpose of the function
The Specialist Capacity Building on Influencing will support Oxfam's staff in Country Offices and partner organisations to develop the capacity and resources needed to deliver influencing strategies and programmes to increase impact of Oxfam (Novib)'s programming. Additional she/he contributes to develop/improve procedures tools and standards related to this field of expertise.
Main tasks
  • Provides hands on support, coaches, develops and delivers training to project teams (partners & staff) on national level influencing interventions. This includes lobby, advocacy, public campaigning, digital campaigning, research, media work, thought leadership and leveraging of programme experience.
  • Improves and develops together with other Oxfam affiliates: Influencing guidelines, tools and formats, minimum quality standards for national level influencing;
  • Engages with external actors, experts in the field to share experiences and further develop approaches and provides input and vision in the relevant Oxfam groups;
  • Supports monitoring of influencing program implementation and in strengthening influencing capacity of civil society organisations;
  • Supports and co-creates influencing programs and projects at country, regional and/or global level (e.g. co-write proposals, drafting the Theory of Change, power and stakeholder analysis, defining assumptions and assessing risks, defining Oxfam's added value for change
  • Support Country Office Staff with developing a costed national influencing plan.
  • Develop modular building blocks and deliver tailor-made trainings on Theory of Change, Power Analysis, influencing and lobbying skills, political analysis, Stakeholder Analysis, Risk Assessment, Oxfam's added value and role and relationship management skills in support of Influencing programmes in Oxfam Novib's Country Offices.
Job requirements
  • You are in possession of at least a HBO (Bachelor) degree in a relevant field;
  • You have a minimum of three years of experience in a similar position in an international development organisation and/or (global) network;
  • You have an excellent command of English and Dutch, both written and verbal. A good command of French will be considered an asset;
  • You have demonstrable experience with capacity strengthening: transfer of knowledge and develop of skills in variety of cultural contexts; You have the ability to work directly and over distance with colleagues/partners;
  • You have demonstrable experience in implementing influencing program/projects.
  • You are able to multi task and have the ability to adapt quickly to change;
  • You are result driven and customer focused. Have the skills to find out what capacity building intervention is needed
  • You know where your strongpoint's are and how to add value to the different Country Offices
  • You possess strong organisational skills and can show a proven track record in coordinating and leading external and internal processes and projects;
  • You are willing and able to travel to different country offices and programme locations and/or if required, to be seconded for a month or two.
What we offer
Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 9 with a salary range between
EU 2.639,-- to EU 4.061,-- based on 36 hours a week.
