Technical Advisor II, ICT4D and Innovation Advisor

Description:

FHI 360 is seeking qualified candidates for the position of ICT4D and Innovation Advisor for an anticipated USAID-funded global SBCC procurement to support countries in achieving desired improvements in health and development outcomes, including increasing demand for family planning (FP) satisfied with modern contraception; ending preventable child and maternal deaths (EPCMD); achieving and maintaining an AIDS-Free Generation (AFG); and achieving a malaria-free world. The ICT4D and Innovation Advisor will help provide decision makers with contextually-appropriate ICT4D solutions to project needs for remote data collection, storage, management, and staff and beneficiary capacity building. Candidates should be adaptable to a variety of technologies, experienced in IT solution design and implementation, and an enthusiastic advocate for new technologies.
Availability of this position is contingent upon release of a solicitation by USAID and recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate. This position will be based in Washington, DC.

Job Summary / Responsibilities:

  • Provide technical expertise on mobile data, digital services, remote sensors, SMS, and other tech tools in health areas in view of technology constraints in countries in transition;
  • Monitor, test, and customize tools/trends in the Information Communication Technologies for Development (ICT4D) marketplace for customization and possible project adoption;
  • Spearhead development of, and ultimately manage technology and innovation strategy (including collection, storage, and management systems);
  • Collaborate with decision makers and web developers and lead development of integrated data and knowledge management systems;
  • Collaborate on IT tool capacity building for non-IT specialists;
  • Manage relationships with technology partners and internal IT resources;
  • Design and oversee data Application Programming Interfaces (APIs); and
  • Other complementary and necessary duties as assigned by project management.

Qualifications:

  • Master’s Degree or its International Equivalent required (PhD strongly preferred) in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • Minimum 8-10 Years of relevant experience in management of and technical direction to projects and/or programs in capacity strengthening.
  • Has ability to provide technical direction to projects, ensure high quality outputs and impact, set realistic priorities, and plan for the successful implementation of activities.
  • Effectively applies knowledge of ICT4D to solve range of problems
  • Thought leadership in capacity strengthening demonstrated experience in advancing the field.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English
  • Demonstrates ability to assess needs within agreed upon duties and considers course of action best to meet those needs.
