JOB CONTEXT: On march 14th, 2011, Handicap International’s Mine Action Department deployed a 3-person team to eastern Libya to undertake a rapid assessment of risks posed by explosive remnants of war on civilian populations. Handicap International’s permanent team has been deployed from the 22nd of April on and set up an Emergency Risk Education response to the immediate risks to civilian safety and security posed by mine and explosive remnants of war contamination in eastern Libya. The current project targets the internally displaced persons based in Benghazi, Ajdabiya’s returnees, as well as Brega’s returnees as soon as the situation allows. RE activities will be deployed in Misrata starting mid-July. Start of operations in planned for mid-August. The project will set up an emergency RE response addressed to Misrata population (displaced and returned people). Libya RE project is deployed in partnership with Libya scouts and Mines Advisory Group (MAG) and in coordination with local authorities, the Joint Mine Action Coordination Team (JMACT) of the UN Mine Action Service (UNMAS), ICRC and other international actors.

JOB DESCRIPTION: You will be based in based in Misrata, and will work under the supervision of HI Head of Mission in Libya, and get support of the HQ RE technical advisor and MRE (Mine Risk Education) PM in coordination with the MRE PM in Benghazi. You will directly manages 1 Data Manager, 1 RE Deputy Project Manager, 5 Team Leaders and 5 Community Liaison Officers (CLOs).You will also be supported by the logistic and administration teams.

Goals and activities:
You are in charge of all project dimensions: • Team management and capacity building: Project staff require supervision, capacity building and a determined positive leadership. • Partnership management with a range of international and national partners from non-government, government and inter-governmental organisations • Expand Emergency RE as the conflict evolves. The Libya mission is to evolve toward a risk education strategy focussing on small arms light weapons (SALW RE). You will be involved in the programme strategic direction with the Head of Mission in such planning. • Ensure monitoring and Evaluation of activities • Secure additional funds for project geographical extension and continuation.

The project has 2 main components: • Risk education directed to IDPs, returnees, populations in conflict-affected areas through direct sessions and broadcast of safety messages through mass-media (radio, TV, mosques…) • Support to clearance activities through Community Liaison Officers (CLO), data collection and set up of reporting systems

CANDIDATE PROFILE: • At least 2 years of experience in project management. • Experience in working in emergency contexts and in challenging working environments. • Experience in partnership with local authorities and civil-society organisations.- Understanding of Humanitarian Mine Action. • Ideally, you will have some understanding of Humanitarian Mine Action. • Some teaching and Training skills

REQUIRED LANGUAGE SKILLS: Fluent written and spoken English is essential

JOB ENVIRONMENT: This mission is open to a single departure only. You will be based in Misarata with regular coordination meetings to plan in Benghazi coordination office and regular R&R in Malta. You will share an accommodation with 2 to 3 other expatriates (House with all modern conveniences in + running electricity and water) Living conditions in Misrata are difficult; security situation is very unstable, but fighting are nowadays 30 km from the city. The overall situation in Libya is very fluctuant and unpredictable.

EMPLOYMENT CONDITIONS: Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: 2100 - 2400 gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
